Position: Program Manager - OBIQUA with Security Clearance
Program Manager - OBIQUA Location Virginia, Reston Department BUSINESS DEVELOPMENT Employment Duration Full Time Celestar Corporation is seeking a Program Manager to support The Defense Intelligence Agency ( DIA) under the Object Based Intelligence and Quality Assurance (OBIQUA) task order. The Program Manager must be proficient in SAFe methodologies and management. The primary place of performance will be at DIA Facilities across the National Capital Region (NCR).

This opportunity will support multiple DIA initiatives, including the Machine-Assisted Rapid-Repository System (MARS), Object Management Services (OMS), and Object-Based Intelligence (OBI). The Program Manager (PM) is responsible for overall contract performance, customer relationship management, and program oversight. The PM will be responsible for managing Agile Release Train (ART) project operations, applying SAFe management methodologies, to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.

Responsible for cost, schedule, performance and risk identification/mitigation on projects including but not limited to systems, tools, equipment, software, facilities and other activities. Coordinates resolutions to development/production-related problems. In addition, The contractor shall:
* Coordinate resolutions to production-related problems. Provide project management, supervision and direction to ensure the successful cost, schedule, and performance of the contract.
* Ensure tasks are received, logged, and assigned to the appropriate section personnel for completion.
* Monitor task progress and ensure tasks will be completed on time and, if necessary, coordinate with the requester for additional time or clarity.
* Close out completed tasks in the designated database or system and ensure the customer receives the requested production.
* Have a deep understanding of the following:
* Agile Service Delivery Framework
* Agile Workflow & Service Execution
* Agile-Trained Personnel & Implementation Support
* Agile Performance Management & Continuous Improvement Required qualifications/skills:
• A minimum of 12 years of experience leading large teams within this field with a master's degree

- • A minimum of 17 years of experience leading large teams within this field with a bachelor's degree
• Must have at least 8 years of experience managing large IT programs.
• Must have an active SaFe Certification.
• Proven experience leading programs using the Scaled Agile Framework (SAFe), including Agile Release Train (ART) management, Program Increment (PI) Planning, and cross-team coordination.
• Demonstrated ability to implement Agile best practices in government or enterprise environments, including backlog management, sprint execution, and stakeholder alignment.
