The GIS Specialist 3 is responsible for performing advanced levels of Geographic Information System (GIS) services without oversight using ArcGIS software for a variety of civil engineering, planning, permitting, and survey‑related tasks. The person in this position is expected to exercise a strong work ethic with excellent organizational and technical skills. A GIS Specialist 3 should demonstrate advanced proficiency with a wide range of GIS fundamentals and processes and be able to train and mentor others with less experience.

This person is expected to work well with others, absorb and apply constructive criticism and seek guidance from more experienced members of the team as necessary.

• Microsoft Office (Outlook, Word, Excel) – Advanced
• ArcGIS Pro – Advanced
• AutoCAD Map, Civil 3D – Preferred but not required

• Advanced understanding of technical fundamentals

• GIS database adds/updates/deletes
• Complex figures/series
• Publish services to Portal
• Author web maps/apps specific to client specifications
• Database design and creation
• Problem solving (may require unique solutions)
• Complex database integration with other business models
• Communicates and documents solutions to others
• Field data collection activities

Strong understanding of scopes, schedules, and budgets. Demonstrates ability to predict and deliver individual tasks within a set level of effort. Able to consistently meet budget and schedule expectations on projects. Develops budgets and schedules for complex projects. Breaks down complex projects into logical tasks. Mentors others on above. Able to prioritize multiple assignments to successfully deliver all assigned projects on time and on budget.
