Location of work: Town Hall / Hybrid (home-working)

Salary: c £58,500 to c £64,200 per annum (inclusive of pay award from April 2026).

Basis: Permanent

However, the Council possesses a strong and sound financial base, with buoyant earmarked reserves and low debt, ensuring continued service high-quality service delivery to residents.

About the Role

This post was created 18 months ago and reports directly to the Deputy Section 151 Officer. There are three teams within the finance structure, and this post works closely with members of those teams as well as with officers from across the Council. As a key member of the finance team, you will take the lead on capital accounting and maintenance of the Council’s Fixed Asset Register.

You will also be responsible for monitoring funding sources that support the capital programme, including Section 106 receipts and Community Infrastructure Levy Schemes (CIL). You’ll also support the finance team with the Council’s capital strategy and support the year end accounting process by producing notes for the Statutory Accounts relating to capital.

The postholder will support a wide range of stakeholders across the council including elected members by providing accounting support and advice with regard to the Council’s capital programme.

Local Government Reorganisation

Reigate and Banstead Borough Council is part of the government’s plans for Local Government Reorganisation (LGR) scheduled to take place in April 2027. This means the current two-tier system, where services are split between Surrey County Council and district and borough councils like Reigate, will be replaced with two unitary councils made up of East and West Surrey, which will handle all local services.

Reigate and Banstead Borough Council will form part of the new East Surrey unitary authority.

Although this may lead to some uncertainty for anyone considering a role with us, this process will take some time and during that time we still need to provide services. When local government is reorganised, most staff will transfer to the new council(s) which may offer additional opportunities for career development and variety as part of a larger organisation.
