Project Overview
From - Election Saskatchewan (ESK) initiated a project to develop a permanent register of voters that was used instead of enumeration prior to each event. That system, ROVER , has been used as the "source of truth” for the register of voters for all events since . Where possible, ESK wishes to leverage the investment made in ROVER during the upgrade to ROVER
The services must be provided in the period between contract award and March , .
Scope of Services
Review the previously completed assessment report and details and confirm or update information in that report.
Review and analyze project artefacts from the original development project including requirements, design documentation, and development and testing information including test plans and test scripts.
Based on the reviews of the Assessment Reports and project artefacts, provide a summary of the state of the current ROVER software and data including any necessary updates or changes.
Develop a system upgrade plan and work with the ESK Project Manager to develop a project plan and budget for executive review and approval.
Develop an integrated team structure that meets the needs of ESK.
Work with ESK Subject Matter Experts and the Project Sponsor to gain formal approval and sign-off of the upgraded system.
Document the ROVER design and produce artifacts including:
Technical environment;
Data structure;
Business rules for registry updates;
Distinct processing steps to be used in each major component of registry maintenance.
Work with the ESK IT resources to transition the upgraded system to operations.
Potentially work to develop plans and deliver enhancements, once the base upgrade is complete.
Experience Requirements
Lead Business Analyst should have a minimum of years' related analysis experience
Experience in .NET upgrade projects
Experience in upgrading/developing program code in accordance with complex business rules
Experience working in a team environment with tight delivery timelines
Experience documenting system design in a structured, communicative and understandable format
Experience working on person or address registries and familiarity with addressing in Saskatchewan
Other experience considered relevant by Supplier
Deliverables
Formal review and feedback on the ROVER Upgrade Assessment Report.
Resource Plan including roles, responsibilities and estimated hours for each resource.
Detailed Upgrade Plan for developing and implementing the upgraded ROVER system including infrastructure and server requirements and recommendations, data modelling, and design of the proposed system to allow for future enhancements.
Test Plan and related scripts for all data processing and interfaces.
Systems documentation including an updated User Manual and System Administration Document with technical details for use by IT support resources.
Knowledge transfer to internal ESK IT resources to facilitate operation and use of ROVER.
