Position: Continuous Quality Improvement Supervisor (Departmental Promotional Only)

Overview

The Human Services Agency (HSA) of the County of San Mateo is seeking a qualified individual for the position of Continuous Quality Improvement Supervisor (Children’s Services Social Work Supervisor) for Children and Family Services (CFS). The vacancy is within HSA and under the Program Integrity and Community Services (PICS) Branch and reports directly to the Quality Assurance Manager.

The Continuous Quality Improvement Supervisor plans, assigns, reviews, evaluates the work of and provides direct supervision to a unit of Social Workers that support the Children and Family Services branch. The Continuous Quality Improvement team ensures continued quality improvement through quality case/records reviews, implementing improvement projects, and performance monitoring, including specific activities to assess, analyze, and make recommendations for sustained and improved performance.

The Continuous Quality Improvement Supervisor will foster a culture of continuous improvement by working in partnership with the CFS Branch Director and CFS Managers. This includes reviewing current compliance with regulations, standards or policies in close collaboration with Program Policy Analysts; engaging stakeholders and facilitating collaborative meetings; identifying trends and providing guidance and recommendations; and promoting a culture of continuous improvement in service delivery.

Responsibilities
  • Provide oversight, leadership and primary supervision for the Children and Family Services Continuous Quality Improvement program and staff.
  • Conduct case reviews to ensure that the ratings are correct and that narratives adequately support the ratings based on the guidance from the Administration for Children and Families (ACF) and the California Department of Social Services (CDSS).
  • Coordinate the workload of the unit with other departmental units providing related services.
  • Provide training to staff, manage employee performance, counsel employees and effectively recommend initial corrective action and other personnel decisions.
  • Organize and facilitate supervision meetings and unit meetings with staff to discuss policies, regulations and problems related to social welfare programs.
  • Consult with and provide information to other public and private agencies.
  • Train new workers in CFSR Case review and other Qualitative Case Review techniques; ensure compliance with case reviews.
  • Attend and participate in policy teams and other Agency meetings.
  • Other duties as assigned.
Ideal Candidate
  • 3 years of experience performing a full range of professional Social Worker duties as a Social Worker III.
  • Strong leadership skills to direct the work of and motivate a team of social workers.
  • Knowledge and experience with the mandates of a child protection services agency including safety and risk assessment, Emergency Response, Court Investigations, Family Maintenance, Family Reunification, Permanent Placement, Adoption, Resource Family Approval, and Extended Foster Care.
  • Knowledge of Section 300 of the Welfare and Institutions Code and Juvenile Court Procedures; strong knowledge of CWS/CMS, Safe Measures and SDM.
  • Ability to manage multiple, competing project demands.
  • Knowledge of the fundamentals of Continuous Quality Improvement, Implementation Science, and Change Management.
  • Knowledge of CFSR Case review principles and techniques.
