We are seeking a Senior Environmental Compliance Manager to join our Redmond, WA team! Come join us! The Senior Construction Environmental Compliance Manager leads and delivers environmental compliance services during design and construction for complex transportation and infrastructure projects, with a strong emphasis on Sound Transit, WSDOT, and other Washington public-agency projects. This role is highly technical and field-focused, responsible for ensuring contractor and agency compliance with environmental permits, regulatory requirements, and environmental commitments on heavy-civil, design-build, and progressive design-build projects.
This position works closely with Sound Transit and WSDOT construction management teams, resident engineers, contractors, and regulatory agencies to proactively manage environmental risk, support construction schedules, and resolve compliance challenges in real time.
- Manage environmental compliance programs for Sound Transit, WSDOT, and local agency transportation projects.
- Interpret and implement environmental permits, approvals, and commitments for complex capital projects, including:
- Clean Water Act Sections 404 and 401
- ESA consultation and compliance
- Critical Areas Ordinances and local permits
- Fish-passage and mitigation requirements
- Stormwater permits, SWPPP development, and erosion/sediment control
- Serve as the primary environmental point of contact during construction, coordinating directly with Sound Transit and WSDOT staff, contractors, inspectors, and regulators.
- Develop, implement, and manage Construction Environmental Management Plans (CEMPs), permit compliance matrices, and environmental commitment tracking systems consistent with Sound Transit and WSDOT requirements.
- Conduct construction site inspections, environmental compliance monitoring, and environmental training for contractor and field staff.
- Support design-build and progressive design-build delivery by identifying environmental risks early, advising construction teams, and recommending practical, field-ready solutions.
- Prepare compliance documentation, inspection reports, corrective action plans, and agency correspondence.
- Lead coordination with regulatory agencies (e.g., USACE, Ecology, WDFW, USFWS, NMFS) during construction.
- Mentor junior environmental compliance staff and support field team development.
- Contribute to QA/QC processes and continuous improvement of environmental compliance workflows for Sound Transit and WSDOT projects.
- Bachelor’s degree in environmental science, biology, ecology, natural resources, or related field.
- 10+ years of experience in construction-phase environmental compliance, preferably on WSDOT and Sound Transit transportation projects.
- Demonstrated experience supporting heavy-civil, rail, roadway, bridge, and transit construction in Washington State.
- Relevant certifications such as CPESC, PWS, or similar preferred.
- Strong technical expertise in one or more of the following:
- Construction environmental compliance
- Stormwater and erosion control
- Wetlands and waters permitting
- ESA compliance and biological monitoring
- Fish passage and mitigation implementation
- Contaminated media management
- Working knowledge of Sound Transit and WSDOT environmental requirements, specifications, and construction compliance expectations.
- Ability to work effectively in fast-paced construction environments and interface directly with contractors and agency staff.
- Strong communication, documentation, and coordination skills.
