Senior Procurement Specialist
Position Summary
Reporting to the Procurement Coordinator, the Senior Procurement Specialist works collaboratively within Procure to Pay team and across schools and divisions at Red Deer Polytechnic, providing expert advice and service in all aspects of procurement in support of Red Deer Polytechnic operations. As a Senior Procurement Specialist, you will manage, facilitate and support complex competitive procurement to ensure fairness, objectiveness, transparency and compliance.
Position Responsibilities
As a Senior Procurement Specialist, you will:
- Provide guidance and expert advice to RDP regarding procurement of goods and services to ensure alignment with intended business outcomes, goals and deliverables and recommend appropriate procurement strategy to meet those goals
- Manage all aspect and stages of competitive bidding for high value/high risk projects from confirming the funding through to negotiating and awarding contracts and managing vendor relations post-award
- Work closely with the Risk and Insurance Coordinator on producing, reviewing and editing procurement and contract documentation for accuracy, clarity, consistency and compliance, as well as on monitoring and arranging contract renewals and optional extensions
- Be a resource for the organization or analyzing data and identifying opportunities for continuous improvement of procurement strategies and related business processes
- Analyze trends, market conditions, policies, trade agreements, legislation and best practices to recommend and implement solutions in response to those developments
- Promote procurement function and educate internal stakeholders on all aspects of procurement and related policies and procedures
- Champion compliance as a key procurement risk mitigation strategy
Required Qualifications
- Two (2) years of post-secondary training, completion of a community college certificate in Business or Supply Chain Management
- Supply Management Diploma or Public Procurement Certificate
- Supply Chain Management Professional, Certified Professional Public Buyer designation or equivalent
- Three (3) to five (5) years experience working in a similar role in public procurement
- Project management and facilitation skills
- Experience negotiating contracts and agreements related to procurement
- Comprehensive knowledge and understanding of organization procurement policies, procures, procurement law, trade agreements and applicable legislations
- Expert knowledge of electronic tendering systems
- Expert computer skills in MS Office applications, with the emphasis on Word and Excel
- Strong consultative and collaborative skills
Preferred Qualifications
- Four (4) year undergraduate degree in Business or Supply Chain Management
- Over five (5) years of experience working in a senior procurement role in post-secondary institution or public sector
- Project management certificate is an asset
Salary or Hourly?
Salary AUPE Level G: $67,772 - $79,283 annually (currently under review)
Benefits and Compensation Information
An additional 15% of the hourly rate in lieu of vacation, statutory holidays and benefits.
