The Contract and Procurement Specialist (CPS) reports to a Manager within the Employment Services Branch of the EFS division. The CPS plans, procures, manages, reports on, and administers various agreements related to Career and Employment Information Services (CEIS). The role requires advanced negotiation, monitoring, and consultative skills, strong stakeholder relationships, and the ability to work independently in a politically sensitive environment.
Key Responsibilities- Planning and Analysis – Identify trends and opportunities within the ministry business plan and branch investment strategy to procure meaningful and quality services that meet dynamic labour‑market and client needs.
- Communication – Exhibit exceptional written and oral communication skills to procure, monitor, evaluate service agreements, maintain relationships with key stakeholders, and draft briefings, position papers, and research analyses.
- Procurement Management – Manage procurement activities throughout the agreement lifecycle by planning, administering, monitoring, and evaluating contracts and grants, ensuring timely delivery, policy alignment, and compliance with legislation and procurement requirements.
- Relationship Management and Communication – Build and sustain collaborative relationships with stakeholders, including Indigenous Nations, marginalized communities, and employers, to identify emerging gaps and inform unit and branch priorities.
- Reporting – Collaborate with program delivery staff, service providers, employers, and other stakeholders to monitor and manage contracts and grants, ensuring compliance, and prepare reports on service utilisation and performance to support leadership decision‐making.
- Prime Contracting – 2 positions, managing agreements under the Prime Contracting Framework, located in Edmonton (1) and Calgary (1); other locations may be considered.
- Procurement and Resource Management – Employer Services – 2 positions (one in each zone – Northern and Southern Alberta). These roles focus on building employer relationships and supporting employer co‑investment in labour‑market programming.
- Procurement and Resource Management – Generalists – 2 positions located in Red Deer; other South Zone locations may be considered.
All successful candidates will support the planning, procurement, management, and monitoring of contracted services that deliver meaningful outcomes for Albertans.

Minimum Recruitment Standard
- University graduation in a related field (Social Sciences, Social Work, Human Services, Business Administration, Public Administration, Economics, or related field).
