Overview
The Rathdrum Power Plant is a 275 MW combined-cycle natural gas-fired project that commenced commercial operations in September 2001 and is tolled under a long-term agreement to Avista. The tolling agreement expires in October 2041. Rathdrum's equipment configuration is platformed on GE 7FA technology, along with a heat recovery steam generator and steam turbine. The project includes an SCR and is a recent vintage, environmentally compliant project.
OpportunitySummary
The Environmental Compliance Manager at the Rathdrum Power Plant will lead the coordination and implementation of environmental programs to ensure strict adherence to federal, state, and local regulations, including Title V, NPDES, and SPCC requirements. This role involves managing continuous emissions monitoring (CEMS) reporting, storm water runoff compliance, and wastewater procedures, while maintaining critical Environmental Management Systems (EMS). Additionally, the Compliance Manager will support NERC oversight by interpreting regulatory requirements, monitoring compliance updates, and ensuring plant policies align with evolving reliability standards.
Yourscope of responsibility as Environmental Compliance Manager includes the following primary functions:
- Safety
- Maintain plant safety procedures to ensure most current procedures are implemented.
- Manage and maintain the plant’s Voluntary Protection Program (VPP) per OSHA requirements.
- Ensure all employees complete monthly/annual safety training per OSHA and NAES Safety Management Policies.
- Coordinate, oversee, and implement daily environmental programs, policies, and procedures to ensure compliance with federal, state, and local regulations, as well as site permits.
- Maintain plant adherence to all obligations under the Idaho Department of Environmental Quality (DEQ) and U.S. EPA Region 10 regulations.
- Conduct CEMS monitoring and record-keeping to meet Title V permit requirements as enforced by Idaho DEQ and EPA.
- Compile and submit monthly, quarterly, semi-annual, and annual emissions reports accurately and on time.
- Ensure compliance with the facility’s stormwater runoff plan under Idaho DEQ and federal EPA standards.
- Perform stormwater see/no see observation to confirm that no chemicals or oils enter drainage systems.
- Submit recommendations regarding wastewater and water sampling procedures in accordance with Idaho DEQ IPDES requirements.
- Support coordination with regulators, including preparing for inspections, responding to information requests, and assisting with permit modifications and renewals.
- Prepare and submit routine compliance reports and communications to internal and external stakeholders.
- Maintain the plant’s EMS components, including the EHS filing system, Obligations Tracking System (OTS), and regulatory-mandated training records.
- Operating procedures designed to prevent the release of substances, such as oil or chemicals, onto the ground.
- Control measures implemented to stop spills from reaching navigable waters.
- Countermeasures to contain, clean up, and mitigate the effects of oil spills.
- Discharge prevention protocols, including procedures for the routine handling of products.
Responsible for overseeing, administering, and coordinating all NERC accountabilities for plant Operators and Owners. Support will be provided by the Plant Engineer. A comprehensive understanding of all NERC standards and requirements is essential to:
- Interpret and apply regulatory requirements at the plant level, identifying reliable sources of information.
- Monitor NERC websites to stay current on regulations and requirements.
- Analyze technical data and organize it to document compliance with all applicable NERC Reliability Standards.
- Complete Reliability Standard Audit Worksheets (RSAWs) for the plant.
- Oversee plant IT/OT cyber security programs.
- Provide accurate, technically sound responses during compliance visits, representing stakeholder interests.
- Maintain up-to-date NERC procedures and policies in alignment with current requirements.
- Train plant personnel on new or updated NERC procedures and requirements.
