The South Dakota Department of Corrections is hiring! This full‑time position is part of the Behavioral Health team and provides accountability for health records, including organizing and maintaining a system of files and records concerning active and inactive patients. The role also serves as the point of contact for medical appointment scheduling in accordance with established rules and regulations for the South Dakota Department of Corrections.

Work is extremely detailed and requires a high rate of accuracy to meet legal requirements and accreditation standards.

Responsibilities
  • Safeguard and protect the offender’s right to privacy by ensuring that only authorized individuals have access to medical information and that all releases of information are in compliance with state, federal, and HIPAA regulations;
  • Manage requests utilizing a wide variety of applications for medical record information from offenders, third‑party payers, and others;
  • Process requests in a timely and efficient manner within established timeline standards, maintaining quality and accuracy;
  • Determine validity of requests for release of confidential health care information;
  • Execute, copy, and distribute releases of clinical information from health records;
  • Request clinical information from other agencies;
  • Prepare billing memorandums for medical release services rendered;
  • Explain procedures and legal requirements for release of information to offenders and others, including a release of information for continuity of care;
  • Track all released and requested private health information;
  • Schedule outside medical appointments for offenders at all DOC facilities per clinical guidelines;
  • Resolve any scheduling conflicts;
  • Provide general office support as needed.
Qualifications

Applicants must have, at a minimum, a high school diploma and one year of full‑time experience with scheduling, data entry, scanning, and maintenance of protected health information.

Required Competencies
  • Excellent interpersonal, multi‑tasking, and administrative skills;
  • Ability to read and comprehend the English language;
  • Ability to effectively communicate fluently in English, both verbally and in writing;
  • Thorough, detail‑oriented, and able to work independently;
  • Proficient in HIPAA compliance;
  • Proficient in Microsoft Word and Excel;
  • Basic knowledge of medical terminology;
  • Experience with electronic health records (EHR), PDF files, scanners, and computers.
Preferred Qualifications
  • Experience using policy to release protected health information (PHI) to stakeholders with legal requests;
  • Experience with medical billing and coding;
  • Experience with electronic health records;
  • Experience working in a correctional environment.
Conditions of Employment

The SD DOC requires a background investigation, urine drug screen, and the candidate’s ability to perform the essential functions of the position. All job offers are contingent upon successful completion of a background investigation, abuse and neglect screening, and drug screening. TB screening is required of all new employees upon hire.

Individuals selected for the position may carry Oleoresin Capsicum (OC/pepper spray) if desired. If OC spray is carried, the staff must complete a written and practical self‑defense exam and a CPR exam to AHA guidelines, including the practical/hands‑on portion. Physical ability to complete the practical self‑defense exam, which includes lifting arms above head and kicking, stabilizing another person for a controlled takedown, delivering blows, withstanding impact, rotating body 90°, and repeated kneeling, is required.

This position is exempt from the Civil Service Act.

This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
