Position: Contract Instructional Designer

The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC’s mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission (“POST”), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth.

These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training.

The MPTC’s training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC’s academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 7 regional academies and oversees 10 authorized academies across the Commonwealth.

The Municipal Police Training Committee is looking for a contract instructional designer to partner with our eLearning Manager to lead the end-to-end design, development, implementation, and evaluation of the agency’s digital learning portfolio.

Duties and Responsibilities
  • Lead collaboration with Curriculum Specialists and Subject Matter Experts to translate complex or technical content into measurable learning objectives and engaging instructional experiences.

  • Using Learning Management Systems (ACDIS) and authoring tool (Articulate) to build, deliver, and manage online curriculum.

  • Design and develop multiple eLearning and blended learning programs annually, managing full project life cycles from concept through launch.

  • Apply instructional design models (ADDIE, SAM, or similar) to create effective, learner-focused content and ensure measurable outcomes.

  • Incorporate multimedia elements—graphics, video, audio, and interactive activities to enhance engagement and retention.

  • Develop valid and reliable assessments, quizzes, and simulations to measure learning objectives.

  • Ensure 100% compliance with Web Content Accessibility Guidelines (WCAG) accessibility standards and responsive design best practices.

  • Assist in uploading curriculum content into the MPTC LMS (ACADIS). Will be responsible for testing and review of materials in the LMS.

  • Analyze learner performance data, completion metrics, and stakeholder feedback to drive continuous improvement and reduce revision cycles.

  • Other duties as assigned.

Preferred Qualifications
  • Bachelor’s degree in Instructional Design, Learning & Development;
    Master’s degree preferred.

  • Minimum of 5 years of professional instructional design experience, including leading the development of eLearning or blended learning programs from concept through launch.

  • Demonstrated experience conducting needs assessments, performance analysis, and learner analysis to identify training solutions aligned with organizational goals.

  • Experience designing training in collaboration with law enforcement, public safety, or other highly regulated subject matter experts preferred.

  • Strong foundation in adult learning theory, learning science, and instructional design methodologies (e.g., ADDIE, SAM), with the ability to translate theory into measurable learning outcomes.

  • Proven ability to develop clear, measurable learning objectives and aligned assessments (e.g., Bloom's Taxonomy).

  • Advanced proficiency in eLearning authoring tools such as Articulate Storyline and Rise required.

  • Experience developing and managing courses within a Learning Management System (LMS), such as Acadis or a comparable platform.

  • Strong project management skills, including managing timelines, stakeholder communication and cross functional collaboration.

  • Experience designing accessible digital learning that meets WCAG 2.1 AA standards.

  • Portfolio demonstrating interactive, accessible, and measurable learning experiences required.

Additional Details
  • This position will be a 3-6 month contract position with 15-30 hours of work per week needed. There will be the potential of contract extension after the original contract period.

  • Compensation will be $60-$80 per hour based on experience.

  • If the candidate is local to MA, occasional on-site work may be required at the MPTC Headquarters in Randolph, MA.
