Overview
The City of Rancho Cucamonga seeks a Finance Manager for its Budget Division in the Finance Department. The role requires a strategic thinker who collaborates with stakeholders, builds relationships, and delivers high‑quality financial services to both the City and the Rancho Cucamonga Fire Protection District.
Responsibilities- Oversee the Budget division and lead the annual budget process, coordinating with other departments to set priorities and develop cost estimates for staffing, operations, and capital projects.
- Manage the City’s enterprise financial systems—review configuration, test, train, and ensure quality assurance across divisions.
- Develop revenue projections, monitor trends and variances, and provide forecasts and recommendations to City Management.
- Monitor expenditures and contractual obligations, identify and recommend corrective actions, and approve budget adjustments and financial transactions.
- Support professional growth within the Finance Department.
- Accounting and Financial Reporting: Oversees Accounts Payable, Accounts Receivable, Debt Management, Fixed Assets, General Ledger, and Payroll; prepares the City’s annual financial report.
- Budget Management: Coordinates the City’s annual budget and monitors departmental compliance.
- Revenue Management: Handles daily cash management, investment of funds, business licensing, revenue collection, and cashiering functions for the City and the Fire Protection District.
- Special Districts: Manages special assessments, debt service on special obligations, and assists with special district formations.
- Bachelor’s degree in accounting, finance, business administration, or related field (or equivalent combination of experience).
- At least five years of professional, technical governmental accounting experience, including a minimum of two years in supervisory capacity within municipal finance.
- Advanced knowledge of general and governmental accounting, municipal finance, budgeting, cash flow, revenue forecasting, public finance regulations, payroll, and financial systems.
- Valid Class C California driver’s license; possession of a CPA is desirable.
