Duties THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the BUDGET OFFICER, GS-0560-11, is to serve as the Budget Officer for the Army National Guard in an assigned state.
* Coordinates with program managers and prepares justification for the expenditure of funds by each organization for presentation to the Budget Office of the Guard Bureau. Trains fund managers in financial management principles and techniques and responsibilities of managing federal funds. Contact with installation managers are for the purpose of persuading them to change established work methods and practices, and reduce expenditures to adjust to changes in funding, allocations, and anticipated shortfalls.
* Formulates the budget for the Army National Guard within the state assigned by preparing detailed analysis and estimates of annual funding requirements by contacting the proper managers within the state to determine their requirements for funds. Gathers, compares, and correlates information about past, current and future programs with projected costs of operation. Prepares the budget requests in a manner consistent with that required by the Budget Office of the National Guard Bureau.
* Is the top technical authority on matters of budgetary policy, law and regulations for the Army National Guard in assigned states. Authorizes or disapproves funding requests and obligations and expenditure of funds on the basis of interpretation of laws, regulations or policy. Exerts a strong influence on the discretionary use of funds by line managers through advice and recommendation. Allocation of funds is based on appropriations from the Army and other DOD agencies as well as expected reimbursement from state and other federal agencies for services performed.
* Analyzes requests and determines where money can be best used. Develops and implements procedures and directives concerning the preparation and execution of the operating budget and fiscal plans. Identifies and analyzes trends in the receipt, obligation or expenditure of funds to assure that objectives of the annual financial plan are being met and that funds are available and being properly and effectively used to support program objectives.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following:
It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.
Requirements Conditions of employment Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest.
* Participation in direct deposit is mandatory.
* May be required to successfully complete a one or two year trial period.
* U.S. citizenship is required.
* Federal employment suitability as determined by a background investigation.
* Must maintain proper security clearance. Security Clearance: at a minimum a National Agency Check is required prior to position assignment. THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program.
This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Qualifications BUDGET OFFICER, GS-0560-11:
Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: having intensive knowledge of the budgetary policies;
potential goals, objectives, regulations and guidelines of the budgeting program for the Army Guard; reviewing, editing and consolidating budget estimate from numerous organization;
