Job Overview

State of NC Department of Health and Human Services is seeking an EPS Lead Full Stack Developer to design, develop, and maintain mission‑critical Medicaid Enterprise System Project applications. The role requires local candidates who can report to the office on an as‑needed basis. The position is available on a C2C/W2 basis at the Dix Campus Raleigh, North Carolina, with remote options.

• Design, develop, and maintain web‑based solutions using Angular, React, Spring Boot, and JEE frameworks.
• Implement REST and SOAP web services and provide SAML SSO integration.
• Build and deploy applications in AWS Cloud environments (EC2, ECS, build and deployment).

• Collaborate with project managers, stakeholders, and cross‑functional teams to deliver high‑quality solutions on time.
• Participate in Agile ceremonies, estimate effort, and commit to deliverables.

• 5+ years of experience in Angular/React framework development.
• 3+ years of experience with SAML SSO implementation.
• 5+ years of experience with Spring Boot application framework.
• 3+ years of hands‑on experience with Visual Studio Code, JavaScript, Node.js, SVN, Eclipse, Spring Tools, and Gradle.
• 5+ years of experience with Java/J2EE, Spring Boot, JUnit4, HTML, XML, JSON, JavaScript, CSS, and Gradle.
• 5+ years of experience converting business requirements into technical solutions.
• 3+ years of experience with AWS Cloud architecture (EC2, ECS, build and deployment).
• 3+ years of experience developing Dashboard, Reusable Templates, CSS, SCSS, Authentication using LDAP, Authorization with security roles, Lazy loading, Angular API.
• 5+ years of experience in REST API development and data table management.
• Excellent verbal and written communication skills with the ability to present to both technical and business audiences.

• JAXB, JAX‑WS, JAX‑RS, JPA, Hibernate, MyBatis, Spring framework, Hibernate, MyBatis.
• SOAP and REST based client and service development.
• Application servers:
  Web Sphere, Tomcat.
• Relational databases:
  Oracle, DB2, MS SQL Server.
• XML parsing, Java reflection, security layers (SAML SSO).
• Cloud deployment (AWS EC2, ECS, build and deployment).
• Agile methodology, Scrum, Code Deployment, security model, client‑server architecture.

Experience with Medicaid Enterprise System (MMIS) subsystems is preferred.
