The North Carolina Department of Information Technology (NCDIT) – Transportation STARS team is seeking an Expert Level Technical Specialist with extensive experience in .NET development, including C# and RESTful web services. The specialist will work closely with cross‑functional teams to build large, complex enterprise software applications that align with client requirements.
This role requires a deep understanding of Microsoft's .NET ecosystem, as well as strong experience in collaboration, mentoring, change management, testing, and production support. The selected candidate must be flexible to work in a hybrid environment and be available to report onsite within one hour when required.
Key Responsibilities- Develop software applications using Microsoft .NET framework and C#
- Design and implement RESTful web services
- Collaborate with business and technical stakeholders to gather requirements and translate them into scalable software solutions
- Provide guidance and mentorship to junior developers and team members
- Facilitate documentation of business requirements and change management processes
- Lead and support testing activities (unit, integration, system, UAT)
- Coordinate software release schedules in collaboration with stakeholders
- Provide ongoing production support for deployed applications
- Contribute to design discussions and code reviews to maintain high development standards
- 8+ years of experience in .NET development
- Strong proficiency in C# and object‑oriented programming principles
- Hands‑on experience with RESTful API design and development
- Proven ability to develop and support enterprise‑level applications
- Experience in agile/scrum environments
- Excellent troubleshooting, debugging, and performance tuning skills
- Strong communication and documentation skills
- Ability to work independently and collaboratively within a team
- Experience in change management and production release coordination
