Java Developer -Cram V6​/Certified Developer

Position Overview

NC FAST requires a senior level technical developer/programmer to assume significant delivery responsibilities to support NC FAST Operations and Maintenance. The NC Department of Health and Human Services seeks a contract resource to assist with the development and implementation of NC FAST using Cram Software.

This resource will have significant delivery responsibilities as part of NC FAST development, acting as the on‑site point of contact for development‑related questions and issues that cannot be addressed by a technical consultant. They will work closely with Senior Technical Consultants on design and development issues.

• Functional and detailed requirement development
• Code development
• Joint Application Development (JAD) sessions
• Functional and detailed design
• Life cycle management for the implementation of NC FAST
• Business and workflow process modeling
• Business reengineering using Cram (COTS Cram Enterprise Framework Components, Cram Intelligent Evidence Gathering (IEG2), Cram Express Rules for Triage (CERT), Oracle, XML technology in Cram, Cram Evidence Framework, Subversion, Web Sphere)
• Reporting statuses to the NC FAST Project Manager
• Adhering to DHHS policies and procedures
• Experience in AWS Cloud Development, Python and SOAP / REST Web Services is desired

• Cram V6/7/8 Certified Developer; V8 preferred
• 3+ years Social enterprise management experience
• 3+ years experience as a Cram Developer throughout the full life cycle of requirements, functional design, and testing
• 3+ years experience with both the Cram Enterprise Framework and Cram Solution Modules
• 3+ years experience in problem identification and integration of technical skills to address and solve issues
• 3+ years experience translating and communicating highly technical concepts to technical personnel and non‑IT business users
• 3+ years experience creating and writing technical documents using MS Office products, Visio, Word, Excel, Power Point
• Experience developing relationships/partnerships with customers by responding to needs and exhibiting a sense of urgency, independently identifying options
• Ability to organize, prioritize, and follow complex and/or detailed technical procedures
• Experience using the Cram Enterprise Framework Components, Cram Intelligent Evidence Gathering (IEG2), Cram Express Rules for Triage (CERT)
• 3+ years technical knowledge in Java, J2SE, J2EE, XML, XSL
• 3+ years technical knowledge in Eclipse, HTML, CSS, and Web Services standards (SOAP, WSDL)
• 3+ years experience with Oracle database platforms and tools

• Experience with State Government IT functions
• Experience using Git, Bitbucket, and JIRA
• 3+ years experience with the Curam Child Care Module
• Experience with the Curam Web Services
• Experience in AWS or other cloud development
• Experience with Python programming
• Experience with JavaScript and IBM Web Sphere
• Nice to have: additional technical or domain relevant skills
