The Lead Utilities Technician provides specialized maintenance of sewer and water infrastructure, performing repairs using heavy equipment for installation and repairs and serving as a lead worker by leading crews and overseeing Utilities Technicians.

About Us:

This position is part of a diverse team in the Raleigh Water, Meters Division, Small Meter Program. Program assists with the maintenance of 220,000 water meters in the Raleigh service area: including Knightdale, Wendell, Zebulon, Wake Forest, Rolesville, and Garner. Functions include but not limited to customer move/in and move/outs, severance for non-payment, leak diagnosis and repair, meter replacement and meter box maintenance.

Additional division duties include meter reading, meter testing, and Cross Connection programs. This is an excellent position to start your career with City of Raleigh, with plenty of career paths to move up within the City.

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

* Leads and coordinates the work of a group of employees, assigning and prioritizing tasks and guiding employees to instruct or advise on tasks or assignments. Leads a crew during normal hours and after-hours emergencies and trains and monitors the work of new and current employees to provide feedback and make corrections to their work, as needed

* Performs field verification for inspections of hydrant and valves to meet City, state and federal mandates

* Sets up work zones, monitors and measures job site hazards, and hazardous conditions and materials. Sets up jobs to install new services, hydrants, and valves by locating any assets needed, completing preliminary shut down, and speaking with residential and commercial customers regarding parking situations or scheduling issues

* Prepares, maintains and/or reviews reports, data, forms, permits, and/or code enforcement investigations; monitors, tracks and maintains inventory levels

* Leads other technicians and operates heavy equipment, performs physical labor, and records technical data documentation. Locates, maintains, repairs, replaces, inspects and installs water distribution pipes, valves, meters, fire hydrants, mains, water services and other related appurtenances for water customers

* Prepares, maintains and/or reviews reports, data, forms, permits, and/or code enforcement investigations; monitors, tracks and maintains inventory levels

* Maintains an emergency response trailer, equipment and inventory by inspecting regularly and providing feedback to staff on action items

* Serves as liaison between water distribution and contractors regarding exercising large valves, spotting water mains prior to excavation, repair projects, hydrant fire flow testing, and Capital Improvement/Development projects to ensure proper Water Distribution operating procedures following municipal code

* Monitors and evaluates incoming 811 locate tickets, assigns to appropriate zones if locate is required, or closes tickets as needed

Education and Experience:

High School diploma or G.E.D. equivalency; 3 to 5 years' experience in water/wastewater infrastructure inspection, maintenance/repair, or related work

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licenses and

Certifications:

* Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire

* Water Distribution License
