The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. Position

Summary

This position functions as the primary Utilities Crew Supervisor for multiple crews and Field Supervisors assigned to the Closed‑Circuit Television (CCTV) Sewer Inspection Program within the Sewer Maintenance Division. Crews within this program are tasked with using remote‑controlled robotic cameras to visually inspect the condition of sewer mains, manholes, and other underground structures within the sewer collection system. Incumbents supervise the work of assigned crews and perform the most advanced work of those supervised and support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

Work Hours

Scheduled working hours are Monday through Friday, 6:30 am to 3:00 pm. This position carries with it an on‑call requirement which includes eight hours of paid standby per on‑call week, plus the potential to earn overtime pay at 1.5 times the normal hourly rate for hours worked over 40.

Work Location

This position will report to the Lake Woodard Operations Center Annex, located at 3324 Lake Woodard Drive, Raleigh, NC 27604.

Responsibilities
  • Performs general supervisory and personnel functions for direct reports, including hiring, promotions, transfers, disciplinary actions, termination, and performance evaluation activities.
  • Checks quality assurance on completed work and electronic work orders.
  • Trains new and current employees on work processes, safety procedures, and other necessary work tasks.
  • Conducts work notification to affected customers prior to work commencement and follows up with customers regarding various work‑related issues or concerns.
  • Marks work areas and submits utility locate requests via the NC 811 system.
  • Directs heavy‑equipment operators who excavate sanitary sewer mains, manholes, and other appurtenances within the public right of way, in close proximity to adjacent utilities.
  • Plans, monitors and reviews daily work activities. Monitors inventory, resources and materials needs and initiates orders for resources based on requirements. Works with contract workers and trade specialists by scheduling and coordinating repairs and maintenance services as needed.
  • Instructs staff completing various manual labor tasks such as cutting asphalt streets or concrete sidewalks, hand‑digging to locate buried utilities, loading/unloading heavy equipment, using gas‑powered saws to cut and remove damaged sewer pipes, installing new sewer pipes/fittings, replacing sewer manhole rings/covers, back filling excavations, site cleanup, materials hauling/disposal, and additional site restoration activities.
  • Documents work progress and completes electronic work orders.
  • Responds to customer‑generated calls and investigates reports of issues to determine appropriate corrective actions.
  • Provides support to the City’s emergency response in the event of inclement weather, including debris cleanup after severe storms or snow and ice response for Division facilities.
Education and Experience

High School diploma or G.E.D. equivalency, and five to seven years’ experience in water/wastewater infrastructure system maintenance and repair, project scheduling, or related work.
