Overview

Raleigh Water, a leading utility within the City of Raleigh, provides water and wastewater services to the City of Raleigh and surrounding towns. As part of the Capital Improvements Division, you will manage capital improvement and construction projects from start to finish, overseeing planning, property acquisition, consultant selection, contract negotiation, project design, bidding, construction, and project completion.

Raleigh Water is seeking a Senior Project Manager to join our team. In this role, you will provide engineering support, inspection, and project management for water and sewer projects, along with associated environmental functions. You will collaborate with stakeholders and utilize strong communication skills to coordinate project activities effectively. As the Senior Project Manager, you will provide consultation to other engineering staff and management, contributing your expertise to advance public utilities projects.

Responsibilities
  • Provides advanced engineering work, coordination and oversight of project design and construction. Monitors adherence of projects and processes with policies, procedures, applicable code, specifications, regulations, and standards. Travel to construction jobsites may be required.
  • Manages projects and coordinates stakeholders and resources, including consultant selection, project scoping, contract negotiation, design oversight, schedule monitoring, budget development and funding administration, and project close-out.
  • Administers construction projects including bid and contract administration, construction oversight, permitting coordination, document reviews, and facilitation of progress meetings. Construction administration duties can also include:
    • Guiding inspection staff and assisting with questions arising from the construction project
    • Reviewing and approving shop drawings, pay requests, and RFI responses
    • Reviewing and approving change orders, conducting site visits, and leading progress meetings
  • Serves as technical resource and liaison for Raleigh Water Operations, contractors, consultants, developers, community groups, commissions, agencies, City departments, and other stakeholders. Responds to inquiries, performs research, provides consultation, identifies and resolves issues.
  • Attends, conducts, and delivers presentations at various meetings.
  • Performs public outreach, preparing agendas, reports, cost estimates, computations, specifications, schedules, engineering drawings and other related documentation and communications materials.
Education and Experience

Bachelor's Degree in Architecture, Engineering, Construction Management, or related field and 3 to 5 years' experience in architecture, engineering, construction management or related work.

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.

Licensing and Certifications
  • Valid North Carolina Class C driver's license with a satisfactory driving record, or the ability to obtain within 60 days of hire.
Preferred Qualifications
  • Professional Engineer (PE) Registration
Knowledge, Skills, and Abilities
  • Principles and practices of civil engineering
  • Principles and practices of budget development and administration
  • Coordinating deadlines, prioritizing work demands and assigning/monitoring work performed
  • Providing project management, organization, and logistics coordination
  • Identifying engineering-related deficiencies and recommending solutions
  • Exercising political acumen, tact, and diplomacy

Work Environment

Work is typically performed in an office or similar indoor environment, outdoor environment, or in a vehicle. Employees may occasionally work near moving traffic or at construction sites.

Working Conditions

Employees may occasionally interact with individuals who are hostile or irate or be exposed to extreme heat (above 100 degrees).
