** Description of Work
** The Engineer II position in the Division of Water Infrastructure will provide engineering support for the administration of available funds. This position serves the Clean Water Projects or Drinking Water Projects Unit and will be responsible for implementing the wastewater, stormwater or drinking water projects portion of the CWSRF, DWSRF, State Clean Water Reserves and other ongoing funding programs through the review of funding applications, engineering reports, bid documents, engineering drawings, calculations and specifications, and monitoring construction.

It requires coordination with individuals, municipalities, engineering consulting firms, interest groups, other units within the Division, other divisions within the department and the State Water Infrastructure Authority. It is also responsible for special projects as assigned. This position requires strong leadership and communication skills, independent judgment, decision-making ability, and adaptability to policy and regulatory changes.

Key Responsibilities:

Read, interpret, and apply engineering standards and principles to the review of detailed engineering reports, design plans and specifications, and construction bidding and contract documents.
Ensure requirements and procedures of funding programs are met so that funds are provided to recipients in a timely manner without waste, fraud, or abuse.
Interpret and ensure compliance with State and Federal laws, regulations, guidelines, and procedures pertaining to the funding programs.
Assist applicants and their consultants through meetings and written and oral communications to facilitate access to funding, project development, design, and construction.

** The mission of the Division of Water Infrastructure (Division) is to effectively manage the state and Federal funding programs it administers and to assist eligible applicants in meeting drinking water, stormwater, and wastewater needs to protect public health and the state’s water resources.  The Division administers multiple loan and grant programs including all programs within the Water Infrastructure Fund as described in GS 159G.

These programs must be operated consistent with federal and state requirements. The Division supports the State Water Infrastructure Authority which awards the federal and state funding available for planning and construction of drinking water, wastewater, and stormwater infrastructure projects.
