** Description of Work
** This is an anticipated Vacancy This position can be located anywhere in the state of North Carolina. Some travel to Raleigh will be required. Provides field support for all 14 Divisions, assisting users with contract administration and HiCAMS related questions. Provides engineering expertise in the outsourcing of Construction Engineering Inspection (CEI) services for on call and contract specific packages, including serving on selection committees, reviewing estimates, and providing support to field offices.
Requires knowledge of construction principles, contract specifications and provisions, willingness to make a decision regarding the final claim and a sense of fairness in the application of all principles within restricted time frames. Actively participates in HiCAMS, SharePoint, and other construction software development and updates. Provides engineering support and research for the compilation of data from HiCAMS and SAP to develop reports.
Reviews data for completeness and accuracy. Reports may include claims, Construction Engineering and Inspection usage, Disadvantaged Business Enterprise usage, Business Unit Work Plan budget reports, overrun reports and other data as requested by the Construction Unit, FHWA, Fiscal and upper-level management. Standard reports are run monthly, quarterly, and yearly. Provides engineering support for the outsourcing of construction engineering and inspection (CEI).
Responsible for updating the Construction Manual with changes that are made to policies, specifications, and guidelines throughout the calendar year. Necessary updates are determined; changes are made and incorporated into the Construction Manual by the end of the calendar year. Prepares revisions and additional information to be incorporated in the manual. Represents the Construction Unit at various conferences, workshops, and subcommittee meetings.
Actively participates in accomplishing the meeting goals and compiles and distributes meeting minutes when needed. Develop, update, and present training materials for conferences and workshops. Develops and updates training materials for construction contract administration guidance for conferences, webinars, or onsite training. HiCAMS and Construction Team site technical support for system users. Provide guidance regarding business processes and procedures.

** Salary Grade: NC20 and Salary Range: $67,852 - $118,741
** Management prefers applicants with the following:
*** Working knowledge of the operation of the Construction Unit and its functions including office management techniques, computer skills, oral and written communication skills, interpersonal organizational, and analytical skills, ability to make independent decisions, interpret and analyze information.
* Knowledge of Department’s organization and responsibilities.
* Knowledge of Departments policies and procedures related to the administration of construction projects staffing needs, and CEI outsourcing processes.
* Experience in construction practices, techniques, and policies, including plans, proposals, and current specifications for the analysis of contractor’s claims for additional compensation and/or extension of contract time.
