This role has a salary range of $35HR - $38HR depending on the ideal candidate's background and experience.
This is a contract opportunity with a possibility of a long-term extension.
This is a hybrid position so the ideal candidate must be willing to go ON-SITE in the Raleigh, NC office up to 75% of the time per the Hiring Manager's request.

Role Overview
The Business Analyst is responsible for identifying business needs and finding solutions to business problems. This role serves as a liaison between subject matter experts and stakeholders—such as program staff, IT teams, vendors, and leadership—to gather, analyze, communicate, and validate requirements for changes to business processes, operational policies, and information systems. Business Analysts play a crucial role in ensuring that delivered solutions meet organizational goals and user expectations.
Responsibilities- Collaborate with program leadership, Program Managers, vendors, and SMEs to understand modernization goals and business objectives.
- Elicit, document, validate, and manage functional and non-functional business requirements, ensuring end-to-end traceability.
- Analyze and model business processes to support system design and process improvement initiatives.
- Develop business cases, user stories, and use cases aligned to documented business needs.
- Facilitate stakeholder workshops, interviews, and working sessions to gather and refine requirements.
- Participate in solution design reviews to ensure business requirements are accurately implemented.
- Support definition of user roles and access in collaboration with functional and tax SMEs.
- Support User Acceptance Testing (UAT), ensuring test coverage aligns with documented requirements.
- Manage requirement changes, maintaining traceability and documentation throughout the project lifecycle.
- Support change management and training efforts through documentation, briefings, and stakeholder demos.
- Provide analytical support to program leadership and governance bodies, including impact, risk, and issue analysis.
- Work with data teams to define reporting requirements and validate data accuracy.
- Communicate effectively with diverse audiences, influence project direction, and build consensus across stakeholders.
- Exercise sound judgment, critical thinking, and problem-solving when addressing complex business and system issues.
- 5+ years of professional experience as a Business Analyst
- Experience collaborating with program leadership, Program Manager, and vendor teams to understand modernization objectives and strategic goals.
- Experience gathering, documenting, and validating business requirements, including functional and non-functional requirements,
- Experience conducting business process modeling to support process improvement and system design
- Developing business cases, user stories, and use cases to support solution design, and implementation, maintaining alignment with business needs
- Facilitating requirements workshops, interviews, and focus groups with stakeholders and subject matter experts (SMEs).
- Participating in the development and review of solution designs to ensure business requirements are met
- Tracking and managing changes to business requirements throughout the project lifecycle, updating traceability artifacts as needed.
- Supporting change management and training efforts
