We are seeking an experienced Program Manager to lead ITC Federal's support to the Naval Criminal Investigative Service (NCIS) under the Information Technology Directorate (ITD). NCIS serves as the Department of the Navy's premier law enforcement, counterintelligence, and security organization.
This role provides enterprise-wide program oversight for a large, dynamic, and globally supported IT services contract enabling NCIS' critical mission.
POSITION OVERVIEW:
The Program Manager serves as the contractor's primary point of contact with the Government and is responsible for the overall management, direction, execution, and performance of the program. This includes leadership across scope, budget, schedule, deliverables, staffing, risk, and customer satisfaction. The ideal candidate is a senior-level leader with extensive experience managing large-scale, multi-disciplinary IT programs supporting federal customers. This individual must be adept at leading geographically dispersed teams, resolving complex challenges, driving operational excellence, and maintaining trusted relationships with senior Government stakeholders.
This role requires exceptional communication skills, strong business acumen, proven leadership experience, and the ability to manage high-visibility programs with mission-critical impact. NCIS Mission Context NCIS is responsible for criminal investigations, counterintelligence, counter terrorism, insider threat operations, cyber investigations, and security for the Department of the Navy. With personnel deployed around the world, NCIS depends on robust IT systems, modernized workflows, and secure, reliable information sharing.
The Information Technology Directorate (ITD) supports these mission areas by delivering critical IT capabilities, enabling operational readiness, and providing timely access to information across the global threat landscape. As the Program Manager, you will oversee the contractor support necessary to ensure NCIS meets its evolving IT and mission needs-directly contributing to national security and the safety of Navy and Marine Corps personnel worldwide.
Responsibilities RESPONSIBILITIES:
* Serve as the primary and authorized point of contact with the Contracting Officer's Representative (COR) and Government leadership.
* Provide executive-level oversight of program scope, budget, schedule, staffing, quality, and performance.
* Lead, mentor, and manage a diverse, multi-disciplinary team of over forty (40+) IT and technical support professionals located across multiple sites.
* Oversee project prioritization, resource allocation, conflict resolution, risk mitigation, and workload balancing to ensure contract objectives are met.
* Coordinate with internal and external stakeholders to ensure seamless communication, alignment, and execution across program activities.
* Ensure compliance with all contract requirements, performance metrics, and service-level expectations.
* Maintain responsibility for the financial performance of the program, including forecasting, cost control, and profitability.
* Utilize best practices in project management, risk management, and quality management to drive consistent and accurate program results.
* Prepare and deliver executive-level briefs, reports, performance updates, and documentation.
* Use MS Project and related tools to manage schedules, milestones, dependencies, and reporting.
* Foster a culture of transparency, accountability, and continuous improvement across the program workforce. Qualifications
* TS/SCI adjudicated clearance required at start of contract
* Minimum 15 years of progressive experience in the IT or engineering fields.
* Demonstrated experience managing 40 or more IT professionals across geographically dispersed locations.
* At least 1+ year of full responsibility for the financial success of a complex organization or program.
* Proven ability to manage multiple priorities, resources, customers, and senior-level stakeholders.
* Strong project and risk management skills with a focus on accuracy, consistency, and operational excellence.
