The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization. JCITA serves as the DoWs central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.
JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.
Position Summary - Counterintelligence Subject Matter Expert Instructor (CI SME - ACIIC)
The CI SME (ACIC) serves as a senior-level Counterintelligence instructor and subject matter expert responsible for delivering advanced classroom and practical instruction that prepares CI agents to conduct full-scope counterintelligence investigations. Instruction focuses on enabling agents to determine whether individuals are acting as agents of, or on behalf of, a Foreign Intelligence Entity (FIE), and to effectively leverage all CI functional services and investigative tools to satisfy evidentiary requirements in support of potential prosecution.
The CI SME designs and delivers rigorous platform and scenario-based training, evaluates student performance during extended practical exercises that frequently exceed eight (8) hours per day, and ensures instructional content aligns with current operational and legal standards. The incumbent applies extensive operational experience across the full investigative cycle, including planning, execution, documentation, coordination, and evidentiary development.
Required Qualifications:
This position requires demonstrated experience serving as a Senior CI Investigator and conducting, supervising, instructing, supporting, or providing legal oversight of full-scope CI investigations at the Expert/Senior level, as well as experience aligning to the Mid-level. The CI SME must integrate cyber investigative considerations into traditional CI investigative frameworks, applying expertise gained through industry, DoD training, or academic experience.
The candidate must possess a strong understanding of digital theory;
Foreign Intelligence Entity tactics, techniques, and procedures (TTPs) in cyberspace; acquisition and analysis of network logs and associated artifacts; internet research methodologies; and physical and digital evidence collection processes. Candidates must hold at least one of the following certifications (or equivalent):
DoD Digital Media Collector or Network+. Demonstrated attainment of industry-recognized cybersecurity or digital forensics certifications at the Mid level is required.
The CI SME must be a graduate of an accredited CI Special Agent credentialing school and possess comprehensive knowledge of applicable DoD policies and procedures, including DoDM 5240.01, DoDI 5240.04, DoDI 5240.10, and DoDD 5240.06, as well as relevant statutes under Title 18, U.S. Code.
