The MCTIS Training Lead serves as the senior technical and instructional authority responsible for the planning, development, execution, and sustainment of all MCTIS‑related personnel training programs. This role ensures standardized, compliant, and mission‑ready training delivery across all supported sites. The Training Lead produces highly effective training outcomes for MCTIS operators, maintainers, and support personnel. The position requires deep expertise in MCTIS systems, USMC training doctrine, range and training area operations, instrumentation systems, and adult learning methodologies.

The Training Lead is accountable for training quality, instructor certification, curriculum control, training compliance, and continuous improvement from contract transition through steady‑state operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Training Program Leadership
    • Develop, implement, and maintain a comprehensive MCTIS Training Program aligned with contract requirements, USMC directives, and Corps Solutions quality standards.
    • Act as the primary interface with the Prime Contractor, Corps Solutions Project Manager (PM), and Site Leads regarding curriculum approval, training execution, and training performance metrics.
    • Ensure training programs are designed and executed to effectively support both initial site stand‑up activities and long‑term sustainment operations across the MCTIS enterprise.
  • Curriculum Development and Control
    • Design, develop, and maintain standardized MCTIS curricula (TM's, QM's) for:
      • Operator‑Level Training
      • Maintainer‑Level Training
      • Advanced / Lead Technician Training
      • Instructor Qualification and Certification
      • Site‑Specific and Mission‑Specific Training Modules
    • Develop, implement, and enforce standardized troubleshooting procedures, maintenance control processes, and technical protocols to ensure consistent, compliant, and effective system sustainment.
    • Establish and enforce configuration control of all training materials, lesson plans, practical exercises, and training aids.
    • Ensure curricula reflect current MCTIS hardware, software, TTPs, and USMC doctrine.
    • Incorporate lessons learned, system upgrades, and government feedback into curriculum revisions.
  • Oversight and Certification
    • Train, qualify, and certify MCTIS personnel.
    • Establish Instructor Qualification Standards (IQS) and recurring re‑certification requirements.
    • Provide remedial training and corrective action plans when performance deficiencies are identified.
  • Training Execution and Delivery
    • Assist with MCTIS training across supported sites as required.
    • Ensure training delivery meets contract timelines and quality benchmarks.
    • Provide guidance for complex or high‑visibility training events as required.
  • Contract Transition and Stand‑Up Support
    • Lead training activities during contract transition and Phase‑In.
    • Support rapid stand‑up of training programs at new or transitioning MCTIS sites.
    • Develop and execute accelerated training plans for new hires and transitioning personnel.
    • Ensure training readiness supports uninterrupted operational capability during transition.
  • Compliance, Safety, and Risk Management
    • Ensure all training activities comply with applicable USMC Orders (MCOs), Navy and Marine Corps safety regulations, and site‑specific SOPs.
    • Integrate range safety, lithium battery handling, equipment safety, and operational risk management (ORM) principles into training.
    • Maintain compliance with contractual reporting, documentation, and audit requirements.
  • Performance Measurement and Reporting
    • Establish training KPIs and performance metrics (e.g., certification timelines, instructor utilization).
    • Provide regular training status reports to the Program Manager.
    • Identify training gaps, risks, and mitigation strategies.
  • Continuous Improvement and Innovation
    • Drive continuous improvement initiatives across the MCTIS program.
    • Develop and incorporate modern instructional techniques, blended learning, simulations, and digital training aids where appropriate.
