The Tax Compliance Technician is a non-exempt position under the direction of the Tax Audit Manager. The Tax Compliance Technician enforces the licensure, collection, and payment of city-collected taxes from licensed and unlicensed businesses and carries out a variety of tax delinquency collection processes. This position performs a range of duties in a busy tax office from complex tax ordinance analysis to taxpayer consultations to making high volume compliance calls daily.

Expectation of 40 compliance calls in a day. The workload intensifies significantly during peak tax return due dates. Intake and data gathering efficiently on non‑compliant tax accounts. High volume filing of tax returns under strict deadlines into tax system. This job description is an overview and is intended to describe the general nature and level of work being performed. ESSENTIAL

FUNCTIONS
  • Reviews taxpayer accounts to determine failure to comply with appropriate ordinances and regulations
  • Researches and gathers evidence, prepares records and reports for the Tax Audit Manager pertaining to court and enforcement actions
  • Keeps records of violations and follows up to ensure taxpayer cures violations
  • Performs enforcement duties in accordance with established laws, policies, and procedures
  • Issues violation notices, summons and complaints, and may testify in Municipal Court
  • Investigates businesses within the city to ensure all are properly licensed
  • Contacts delinquent taxpayers to collect late payments and assessments by phone and in person at business locations
  • Researches and applies fundamental principles of city’s tax code and regulations
  • Prepares and reviews tax delinquency reports on a monthly, quarterly, and annual basis to analyze trends and identify businesses that meet collection action criteria
  • Educates taxpayers and promotes compliance with the City Sales and Use Tax Code by contacting delinquent taxpayers and following established legal remedies
  • Performs receipt processing for various sources of revenue and performs data entry
  • Evaluates procedures and processes to maximize efficiency
  • Coordinates tax remittance for special events and reconciles special event payments
  • Receives, posts, and reconciles payments
  • Assists tax audit staff with sales tax audit work, including researching, analyzing, auditing, reporting, processing, surveying, coordinating, recording, customer service, and maintaining sales tax records and information
  • Calculates taxes, penalties, and interest owed
  • Accepts new work assignments and schedules work load to meet the needs of the organization
  • Keeps supervisor apprised of issues and concerns within the organization
  • Accepts constructive input and implements suggestions for improvement
  • Follows through on commitments and notifies supervisor when unable to meet deadlines
  • Promotes a culture of safety in the workplace and reports safety hazards when observed
  • Creates an inclusive environment by acknowledging the differences, perspectives, and ideas of others
IMPORTANT FUNCTIONS
  • May perform duties of similar classifications of an equal or lower pay grade as required
  • May identify potential audits
  • May assist other departments in ensuring vendors, suppliers, or contractors are licensed and compliant
  • May assist in coordinating material for oral presentations
  • May assist in determining filing requirement change requests with auditor
PHYSICAL REQUIREMENTS
  • Must have ability to lift and move files and supplies weighing up to 45 pounds
  • Work is sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching, or stooping to perform filing
  • Position requires the ability to input large amounts of data using repetitive motion on a frequent and prolonged basis
  • The incumbent must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to employees and customers
