Overview
The Tax Compliance Technician is a non‑exempt position reporting to the Tax Audit Manager. The role enforces licensure, collection, and payment of city‑collected taxes from licensed and unlicensed businesses and carries out a variety of tax delinquency collection processes. Responsibilities include complex tax ordinance analysis, taxpayer consultations, high‑volume compliance calls (approximately 40 per day), intake and data gathering on non‑compliant accounts, and high‑volume filing of tax returns under strict deadlines.
Duties & Responsibilities- Review taxpayer accounts to determine failure to comply with ordinances and regulations
- Research and gather evidence, prepare records and reports for the Tax Audit Manager pertaining to court and enforcement actions
- Keep records of violations and follow up to ensure taxpayer cures violations
- Perform enforcement duties in accordance with laws, policies, and procedures
- Issue violation notices, summons and complaints, and may testify in Municipal Court
- Investigate businesses within the city to ensure all are properly licensed
- Contact delinquent taxpayers to collect late payments and assessments by phone and in person at business locations
- Research and apply fundamental principles of the city’s tax code and regulations
- Prepare and review tax delinquency reports on a monthly, quarterly, and annual basis to analyze trends and identify businesses that meet collection action criteria
- Educate taxpayers and promote compliance with the City Sales and Use Tax Code by contacting delinquent taxpayers and following established legal remedies
- Perform receipt processing for various revenue sources and perform data entry
- Evaluate procedures and processes to maximize efficiency
- Coordinate tax remittance for special events and reconcile special event payments
- Receive, post, and reconcile payments
- Assist tax audit staff with sales tax audit work, including researching, analyzing, auditing, reporting, processing, surveying, coordinating, recording, customer service, and maintaining sales tax records and information
- Calculate taxes, penalties, and interest owed
- Accept new work assignments and schedule workload to meet the needs of the organization
- Keep supervisor apprised of issues and concerns within the organization
- Accept constructive input and implement suggestions for improvement
- Follow through on commitments and notify supervisor when unable to meet deadlines
- Promote a culture of safety in the workplace and report safety hazards when observed
- Create an inclusive environment by acknowledging the differences, perspectives, and ideas of others
- May perform duties of similar classifications of an equal or lower pay grade as required
- May identify potential audits
- May assist other departments in ensuring vendors, suppliers, or contractors are licensed and compliant
- May assist in coordinating material for oral presentations
- May assist in determining filing requirement change requests with auditors
- Must be able to lift and move files and supplies weighing up to 45 pounds
- Work is sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching, or stooping to perform filing
- Position requires ability to input large amounts of data using repetitive motion on a frequent and prolonged basis
- Must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to employees and customers
- Employees will be required to drive to businesses to meet with taxpayers
- Strong critical thinking and conflict resolution, including active listening skills
- Superior analytical, investigational, and organizational skills and abilities
- Ability to maintain a high level of confidentiality and integrity to handle sensitive or stressful situations with tact and diplomacy
- Ability to work successfully with and provide good customer service to supervisors, other City employees, the public, and other agencies
