The Utah Department of Transportation (UDOT) is seeking an experienced engineering professional to serve as the Region Permits Manager (Engineering Manager I) for Region Three. This role provides leadership and technical oversight of the Region Permits Office and plays a key role in facilitating development projects while protecting UDOT infrastructure and ensuring the safety and functionality of state highways. Principal DutiesAs the Region Permits Manager, you will:
- Lead and manage the Region Permits Office, providing direction, guidance, and oversight to permit staff.
- Directly supervise the Region Right of Way (ROW) Control Coordinator.
- Provide technical and engineering oversight and provide or coordinate the technical review of permit applications and projects submitted by developers, government agencies, and private entities.
- Collaborate with the Region Traffic Operations Engineer and other regional staff on complex, permit‑related issues.
- Ensure access and encroachment applications comply with Rule R930‑6 and applicable state highway access categories.
- Ensure permit reviews, comments, and approvals are completed in a timely, consistent, and professional manner.
- Review and evaluate complex construction traffic control plans.
- Oversee permit inspections and ensure approved work is constructed properly through coordination with the ROW Control Coordinator and inspection staff.
- Lead or participate in weekly pre‑application meetings to coordinate permits and development projects.
- Coordinate technical reviews with other technical specialties to include, but not limited to: pavement management, materials, hydraulics, preconstruction/design, traffic and safety, right of way, maintenance, and project management.
- Coordinate with central divisions and other Regions to ensure statewide consistency.
- Perform other related duties as assigned.
The qualified candidate for this position will possess:
- A Professional Engineer (PE) license in the State of Utah.
- At least two years of engineering experience obtained after PE licensure.
Preference may be given to candidates who demonstrate:
- Strong communication skills when working with internal staff, public agencies, developers, and private citizens.
- Advanced technical and analytical skills to evaluate complex information and make sound engineering decisions.
- The ability to manage multiple priorities and coordinate work across diverse teams.
- Have at least two (2) years of Roadway Design or related experience.
This position may be filled at the Engineer III level for candidates who do not yet meet the full post‑PE experience requirement. To qualify at the Engineer III level, applicants must:
- Hold a Professional Engineer (PE) license in Utah.
- Have at least one (1) year of engineering experience following PE licensure.
- Analyze information using logic and sound engineering judgment
- Conduct thorough, methodical reviews and technical evaluations
- Gather, research, and interpret data from multiple sources
- Use CADD and other engineering software applications
- Understand procurement processes and contract administration
- Apply engineering principles, theories, and best practices
- Read and interpret maps, plats, plans, blueprints, and technical drawings
- Communicate effectively both verbally and in writing
- Coordinate and lead the work of individuals and cross‑functional teams
- Apply UDOT policies, procedures, and values consistently
- Ensure compliance with contracts, policies, and regulatory requirements
