We are seeking a dynamic professional to serve as the Lead Safe Homes Program Manager within our Lead Department. RIHousing administers the Lead Safe Homes Program (LSHP), which supports the identification and remediation of lead hazards and other housing deficiencies in residential properties utilizing federal, state, and RIHousing funding sources. This position is accountable for making certain that program activities involving RIHousing’s Lead Safe Homes Program (LSHP) are coordinated and executed to ensure remediation of lead hazards and other housing deficiencies.

This is a hybrid position based in Providence, Rhode Island, where you will be an integral part of our Lead team. The role is designed for face‑to‑face collaboration and direct involvement in our office environment.

What you’ll do daily:
  • Supervise and support a team of intake, underwriting, and construction specialists, ensuring effective workflow, clear communication, and professional development.
  • Oversee the daily movement of applications through the pipeline, ensuring timely processing, accurate eligibility determinations, and steady onboarding of new properties.
  • Monitor construction progress through office review and field visits, ensuring work proceeds safely, efficiently, and in compliance with HUD and state requirements.
  • Review and approve funding recommendations, documentation, and program files to ensure accuracy and adherence to guidelines.
  • Oversee preparation of legal documents, program reports, and compliance materials.
  • Manage program budgets, approve expenditures, and ensure timely submission of financial and regulatory reports.
  • Coordinate with contractors, community partners, and internal teams to resolve issues and maintain smooth program operations.
  • Serve as the primary point of contact for HUD and other regulatory agencies regarding program accountability and reporting.
  • Represent RIHousing on committees, task forces, and in meetings with state and community partners.
How you will make an impact:

You will provide strategic leadership for the Lead Safe Homes Program (LSHP), ensuring the program protects Rhode Island families while meeting all federal and state requirements. You will guide the overall direction of LSHP operations, from intake and underwriting to construction oversight, and ensure that program activities align with regulatory standards and internal policies. You will manage a substantial loan portfolio, strengthen partnerships with contractors and community stakeholders, and integrate LSHP efforts with broader Healthy Homes initiatives such as weatherization and energy efficiency.

You will maintain up‑to‑date program procedures, interpret regulatory changes, and advise staff on compliance. You will also represent RIHousing in its work with HUD and other oversight agencies and participate in internal and external committees that shape housing and public health outcomes across the state.

What success looks like in this position:
  • 3 – 5 years’ experience supervising and managing teams in highly regulated environments
  • Skilled at coaching team members, identifying strengths, and supporting professional growth.
  • Proven success in resolving conflicts, facilitating productive discussions, and maintaining team alignment during periods of change.
  • Strong problem‑solving, mediation, and negotiation skills,
  • Significant project management experience
  • Ability to balance the big picture and attention to detail required when administering a customer‑facing, highly regulated program
  • Proven ability to work with and build partnerships with non‑profit groups and state agencies
  • Demonstrated ability to produce high‑level written material and deliver persuasive presentations
  • Strong computer skills, including Excel
  • Understanding of construction processes and procedures, including knowledge of residential construction,preferred
  • Bachelor’s degree in public administration, urban/community planning, business, real estate, or related experience preferred
  • Familiarity with the dangers of lead hazards and remediation efforts preferred, but not required
