General Description
Rhode Island Department of Environmental Management (RIDEM) is seeking to hire a project manager to manage capital improvement or maintenance projects ongoing and planned at the Port of Galilee and other DEM marine and waterfront facilities. Projects include pier repair and reconstruction, seawall reconstruction, utility improvements, engineering and master planning oversight, and site work.
The Port Project Manager will assist RIDEM in delivering the projects on time and on budget. Previous construction management experience is preferred; however, supervision and training will be provided to the selected candidate. The candidate should have sound independent decision-making, exhibit an eagerness to learn, and be attentive and dedicated to the project's success.
Duties
- To perform project management work in the area of marine port construction and land-based operations and utilities, and to do related work as required.
- To assist in construction management involving, seawalls, piers, docks, water and wastewater infrastructure, operations buildings (administration, services), secondary roads and parking areas, and marine service infrastructure (water, electric).
- To observe and record daily construction activity of Port, Pier, and marine or waterfront projects. To assess progress and quality of construction activity and ensure construction drawings and specifications are being adhered to. To prepare field inspections reports that document construction activity.
- To assist in development of project solicitations, specifications, plans, drawings, agreements and other technical documents required by the project.
- To coordinate, schedule, organize and attend project meetings on behalf of RIDEM.
- To assist in procurement of contracts.
- To liaison for the project's best interest with vessel owners, fishermen, contractors, RIDEM, and regulatory agencies.
- To support all elements of the project on behalf of RIDEM through direction and supervision.
- To review project payment requests for accuracy and completeness.
- To be responsible for various procurement functions involving the review of requests for materials, equipment, and supplies, the preparation of purchase requisitions, and the maintenance of records of appropriations and expenditures.
- To review and provide financial and project updates as needed including schedules, status, percent of work completed, and percent of budget expended.
- To do related work as required.
The applicant should have experience with construction management employment or similar; the ability to read and interpret engineering plans and specifications; excellent communication and project management skills to track and report on progress, and coordinate with contractors, engineers, permitting authorities, project stakeholders, RIDEM staff and lessees; and the ability to establish and maintain effective working relationships with contractors, supervisors, and project stakeholders.
A bachelor's degree in the field of civil engineering, ocean engineering, or equivalent is preferred but not required. Project management professionals that carry certifications and have experience in construction management are encouraged to apply.
Experience with the following software is preferred:
Microsoft Office Suite, AutoCAD, GIS, construction management software.
Work Environment
The employee will report to either the RIDEM Coastal Resources office in Narragansett, RI or RIDEM Headquarters in Providence, RI. Periodic travel to other state facilities within Rhode Island is expected. Work is typically Monday through Friday, 8:30 am to 4:00 pm to complete a 35-hour work week. Telecommuting and flexible workplace arrangements are granted to employees after a probationary 6-month period.
While mostly office-based, the position will require field work in all weather conditions in all seasons. Work is typically land-based although occasionally it may be appropriate to utilize watercraft to successfully monitor work or observe certain conditions. Must be able to lift up to 30 pounds and move unassisted in uneven terrain including floating docks, ladders, and small watercraft.
