Job Description

Primary

Purpose:

Direct, manage, and implement the District’s comprehensive safety, security, and emergency preparedness program. This role ensures a safe learning environment for students, staff, and visitors by overseeing mitigation, prevention, preparedness, response, and recovery phases of emergency management while maintaining a strong partnership with local law enforcement.

Qualifications Education/Certification
  • Bachelor’s degree required
  • Master’s degree preferred
  • Texas Peace Officer license issued by the Texas Commission on Law Enforcement (TCOLE), preferred
  • Master Peace Officer Certificate (TCOLE), preferred
  • Clear and valid Texas driver’s license Bondable as required by Texas Education Code §37.081(h)
  • Completion of FEMA Emergency Management training and certification, preferred
Special Knowledge/Skills
  • Deep knowledge of National Incident Management System (NIMS), Incident Command System (ICS), and FEMA procedures
  • Working knowledge of security technology including access control, surveillance cameras, and video exporting
  • Expert knowledge of Texas criminal law, Texas Education Code, and school safety mandates
  • Exceptional public relations, organizational, and interpersonal skills
  • Ability to maintain emotional control under extreme pressure
Experience
  • Three (3) years of successful law enforcement or public safety experience with progressive experience in law enforcement, military, or corporate security, preferred
  • At least 3–5 years of experience in a supervisory or command capacity
  • Experience as a School Resource Officer (SRO) or within a school setting, highly preferred
Major Responsibilities and Duties Emergency Management & Safety Planning
  • Develop, maintain, and implement the District’s Multi-Hazard Emergency Operations Plan (MEOP).
  • Chair the School Safety and Security Committee and prepare the group to staff the Emergency Operations Center during crises.
  • Oversee the District and Campus Reunification Process.
  • Provide ongoing safety related professional development training to campus and District staff, including de-escalation techniques and situational awareness.
  • Coordinate and evaluate mandatory safety audits and emergency drills (fire, lockdown, etc.) across all campuses and facilities.
  • Oversee the District Crossing Guard Services.
  • Manage the District and Campus two-way radio program.
  • Monitor weather conditions and provide recommendations for school closures or schedule changes.
  • Travel between multiple District sites.
  • Respond to District emergency situations during non-traditional hours.
  • Departmental Leadership & Law Enforcement
  • Direct daily operations of the security department.
  • Coordinate with the District Police Department.
  • Coordinate with the District Risk Management Department.
  • Oversee internal and criminal investigations into misconduct or incidents on district property.
  • Manage the department budget, ensuring cost-effective allocation of resources.
  • Conduct regular safety audits.
  • Interagency Liaison & Communication
  • Serve as the primary liaison to the District Police Department and other emergency management agencies.
  • Represent the district on various community task forces and committees.
  • Specialized Programs
  • Collaborate with District staff and Police Department to provide operational safety plans for other large-scale district gatherings.
  • Mental Demands/Physical Demands/Environment Factors:

    Tools/Equipment Used: Standard office equipment including personal computers and peripherals

    Posture: Prolonged sitting with occasional bending, stooping, and reaching; frequent keyboarding

    Motion: Repetitive hand motion; frequent keyboarding and use of a mouse; regular walking, grasping/squeezing, wrist flexion/extension, reaching; may climb ladders

    Lifting: Regular moderate lifting and carrying up to 44 pounds); occasional heavy lifting and carrying (45 pounds and over)

    Environment: Work is performed in an office environment; frequent on-call and after-hours work; occasional district-wide travel; may be required to be on-call 24 hours a day

    Mental Demands: Maintain emotional control under high-stress situations; ability to handle frequent interruptions and irregular prolonged hours
