Financial Manager II; Limited Service

Overview

This position will provide the financial oversight of Vermont's Rural Health Transformation Program grant recently awarded to Vermont. Vermont anticipates funding a variety of initiatives and projects at $195 million annually for the next five years.

This position,
Financial Manager II (Limited Service) (Job Requisition #54103), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

AHS BACKGROUND CHECKS:
Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re‑employment (RIF) rights.

Work is performed in a standard office setting.

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One year as a Financial Manager I with the State of Vermont.

OR

Certification as a CPA.

For some positions experience working with the VISION system (VISION is the State of Vermont People Soft financial management system) may be required.
