- Participate in determining research policies and priorities, serving on policy and planning committees.
- Generate or contribute to new or modified theories of educational and psychological processes, research methodology, and analytic or interpretative procedures relevant to educational assessment.
- Advance measurement science by applying principles from cognitive science, computer science, statistics, psychometrics, educational policy, education or related fields to design and develop new research projects.
- Conceptualize, design, and lead major research, development or large‑scale analysis projects, coordinating professional and support personnel.
- Plan a long‑term substantive research agenda drawing upon appropriate scientific fields such as psychology or educational policy, and new technologies.
- Provide leadership in developing proposals for major research, development or large‑scale analysis projects and securing financial support.
- Coordinate development of initial and final proposals and program budgets.
- Design and conduct complex scientific studies, acting as a subject‑matter expert on broad policy implications.
- Provide expert consultation and collaboration on problems arising from substantive research and/or testing programs or corporate management concerns.
- Direct scientific, financial and administrative conduct of major projects, exercising well‑developed management skills.
- Oversee development and application of technical competence of less senior staff.
- Implement dissemination activities using various methodologies to reach specific audiences.
- Disseminate knowledge through research papers, technical reports and presentations.
- Initiate, develop, promote and maintain professional relationships as a consultant or advisor to external advisory or policy boards, research organizations, educational institutions, and educators.
- Respond to requests from professional colleagues, educators, the press and the public.
- Maintain contact with funding agencies for new research programs and projects.
- Carry out administrative responsibilities related to planning and monitoring research activities.
- Lead through vision, objective setting, commitment, measurement, and incentive to achieve objectives.
- Investigate technical issues, policy interpretations, and financial instruments systematically.
- Establish and reconcile financial budgets and manage resources.
- Participate in strategic planning of organizational objectives and policies.
- Analyze quantitative and conceptual problems, draw valid conclusions, identify key elements and cause‑effect relationships.
- Apply industry knowledge, solve problems using critical thinking and persistence.
- Plan, organize, and manage tasks and resources under constraints to achieve objectives.
- Develop and maintain mutually beneficial client relationships.
- Ph.D. or Ed.D. in a Cognitive Science‑related field, Educational Psychology, Educational Technology, Statistics, Psychometrics, Policy, Sociology, Computer Science or similar area is required.
- 8 years of independent research experience evidencing substantial contributions to a field of study are necessary.
