Position: Fsca Expression Of Interest: Membership Applications For Consumer Advisory Panel

The Financial Sector Conduct Authority (FSCA), a market conduct regulator for the South African financial sector, is creating a Consumer Advisory Panel (Panel) to strengthen consumer representation in the financial sector regulatory environment.

The Panel will assist in protecting the rights and interests of financial customers and supporting public confidence and trust in South Africa’s financial sector. Membership of the panel is not a full‑time commitment.

Strategic Objectives
  • Improve industry practices to achieve fair outcomes for financial customers
  • Act against misconduct to support confidence and integrity in the financial sector
  • Promote the development of an innovative, inclusive and sustainable financial sector
  • Empower households and small businesses to be financially resilient
  • Accelerate the transformation of the FSCA into a socially responsible, efficient, and responsive conduct regulator
  • Composition of the Panel
    • Maximum of 11 members
    • Members may be consumers or persons representing or knowledgeable about consumer needs
    • Members appointed for a three‑year term, renewable once
    • Chairperson and deputy chairperson appointed by the Executive Committee
    Functions of the Panel
    • Provide ongoing advice and inputs on financial sector policy, research, regulation, supervision, enforcement and consumer education matters
    • Provide advice on documents issued for public consultation or being considered for public consultation
    • Request access to information from the FSCA that is reasonably required to carry out its work
    • Actively bring to the attention of the FSCA issues likely to be of significance to consumers
    Duties of Members

    Set out in section 69 of the Financial Sector Regulation Act (FSR Act).

    Operations of the Panel
    • Meet at least four times in a financial year, may meet more frequently if necessary
    • Secretariat function for meetings provided by the FSCA
    • Maintain confidentiality of information provided to the panel by the FSCA where necessary
    Reporting

    Produce a report at the end of the financial year on the Panel’s work during that year.
