Job Summary

Under the direction of the County Engineer, the Engineering Assistant performs general engineering duties, inspects roads, bridges and traffic control devices, and assists County Engineer in determining maintenance projects and priorities. The employee inspects the work of contractors and maintains project records and reports. The employee participates in repair and maintenance projects undertaken by the County. The employee also performs surveys and prepares material estimates, compiles various reports, and attends annual training and certification programs.

ESSENTIAL FUNCTION:
General Engineering - Roadway Maintenance and Construction. Performs engineering activities to ensure County road and bridge projects are completed according to design and contract specifications.
  • Assists the County Engineer and Assistant Engineer in determining maintenance and improvement projects and priorities.
    • Assists in investigating complaints, requests, and reports of hazards.
    • Attends preconstruction conferences with contractors.
    • Performs on-site monitoring of construction and maintenance work.
    • Maintains a daily activity log of project progress.
    • Generates activity reports submitted to the state detailing expenditures of state/federal funding.
    • Participates and assists with project closeout reporting and documentation.
    • Assists in developing project baseline requirements before project contracts are let.
    • Uses GPS systems to measure and validate locations and elevations.
    • Performs vertical surveys; determines grade profiles, and cross-sections.
    • Measures roadways and other areas in order to prepare estimates of quantities for paving and other materials.
    • Assigns liquidated damages at the end of a contract.
    • Drafts a variety of plans/drawings of road and bridge construction.
    • Drafts maps and other engineering related documents.
    • ESSENTIAL FUNCTION:
      Road/Bridge Safety Inspection. Inspects conditions of new and existing roads/bridges to detect damage or wear following State and Federal regulations following departmental rules and regulations and state regulations in order to ensure structures conform to safety regulations. Serves as Road and Bridge Safety Director.
    • Checks physical condition of the deck, outer structure and substructure components and the condition evaluation of channel and channel protection and culverts.
    • Inspects drainage systems to detect obstructions, excessive vegetation growth, or erosion.
    • Prepares reports of findings, noting location and type of structure, defect and extent of damage.
    • Assigns condition ratings, completes inspection reports and submits to the State of Alabama Department of Transportation.
    • Prepares photographic documentation of the underside structure of work areas of bridges and along the roadways for visual record and state compliance.
    • Contracts with divers, who are certified bridge inspectors, to make underwater bridge inspections.
    • Coordinates needed road and bridge repairs into the overall County Engineering project plan.
    • Develops working drawings and specifications, using CAD and other software systems, based on preliminary design and investigation.
    • Uses nuclear density instrument to check road compaction.
    • Collects samples of concrete and other materials for testing.
    • Reviews tests results to ensure that materials meet specifications.
    • Inspects work of road contractors to ensure that it was done correctly.
    • Maintains records of work performed by outside contractors.
    • Inspects road grades.
    • Performs other job related duties as assigned.
    • Minimum qualifications & Requirements

      Minimum Qualifications
    • Possess a high school diploma or GED.
    • Four years of experience working in road/bridge construction, maintenance, inspection, and surveying; or any combination of education, training and experience that demonstrates the above listed knowledge, skills and abilities commensurate with the requirements of this job.
    • Possess a current and valid driver's license.
    • Ability to certify as a
    • Ability to certify as a Roadway Technician by ALDOT within one year of employment and maintain certification.
    • Ability to certify as a Bridge Inspector within ten years of employment and maintain certification, if required.
    • Ability to travel out of town and locally.
    • Ability to work nonstandard hours and on weekends and evenings.
