Project Manager/Estimator - Government & Civil Construction

Our client, a local general contractor with a strong reputation for delivering high-quality civil and government construction projects is looking for a Project Manager to support both pre-construction estimating and project execution efforts. The company is known for taking on complex residential, commercial, and municipal projects while emphasizing safety, efficiency, and long-term community impact. In this role, you will be responsible for developing accurate cost estimates, supporting bid activities, and overseeing construction projects to ensure successful delivery aligned with safety, schedule, and budget objectives.
The ideal candidate is detail-oriented and analytical, with demonstrated experience interpreting construction plans and specifications while effectively coordinating teams, subcontractors, and project resources throughout all phases of construction.
Project Manager Responsibilities:Estimating
- Prepare cost estimates by reviewing plans, specifications, labor, materials, and equipment requirements.
- Participate in pre-bid activities, including site visits and evaluation of project conditions and logistics.
- Develop project cost forecasts and comprehensive bid summaries.
- Analyze subcontractor and vendor proposals and incorporate pricing into estimates.
- Track active bids and proposals, providing updates on awarded or lost opportunities.
- Establish project budgets and monitor costs against estimates.
- Support change order pricing and maintain estimating documentation.
- Oversee daily construction operations and coordinate labor, subcontractors, materials, and equipment.
- Ensure projects are completed according to approved plans, schedules, and applicable building codes.
- Maintain project schedules, documentation, and regulatory compliance, including permits and inspections.
- Monitor project costs, review invoices, and coordinate with accounting on discrepancies.
- Enforce company and regulatory safety standards on job sites.
- Manage field change orders and support project closeout activities, including punch lists and final documentation.
- Approve time reporting for accurate job costing and project tracking.
Qualifications:
- Bachelor’s degree in Construction Management, Engineering, Architecture, or related field, or equivalent experience.
- At least 7 years of construction industry experience with estimating and project management responsibilities.
- Strong analytical skills and ability to interpret blueprints and project specifications.
- Experience with budgeting, job costing, and contract or change management.
- Proficiency in Microsoft Office and construction management software (e.g., Sage Timberline or similar).
- Strong communication, organizational, and leadership abilities.
- Valid Washington State driver’s license required.

Compensation: $120K - $150K
