Under general supervision, this position provides leadership for Permits and Inspections Department and is responsible for developing and administering programs and systems to support and promote high performance strategies to meet organizational needs, vision and values. This position is an appointed position and serves at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS

Provides leadership and strategic direction for determining priorities, goals and objectives to meet community needs by establishing and applying effective enforcement concepts and systems to meet the requirements of the Virginia Uniform Statewide Building Code and addresses code enforcement concerns.

Responds to building code inquires; directs and implements the processes and plan reviews for inspections, permits and commercial re-inspection processes; oversees the enforcement of property maintenance codes, nuisance ordinances, rental programs and derelict and vacant structures programs. Grants building releases for electricity and certificates of use and occupancy; reviews site plans to ensure compliance to Flood Elevation requirements; interprets the current codes regulating building design, construction, use, repair, maintenance, removal and demotion for citizens, contractors and developers;

serves as technical advisor to city departments; performs routine and non-routine investigative inspections.

Responsible for overall management of the department; including budget research, development, preparation and budget monitoring to ensure cost effectiveness; ensures that purchasing and financial transactions are properly conducted in accordance with city administrative policies and procedures.

Responsible for effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.

Develops proposals and reports as requested by City Manager and City Council and presents recommendations to City Management, City Council and to other groups; responsible for coordinating with City Manager planning related items for placement on City Council Agendas and Work Sessions; and ensures reports, studies, and plans are appropriately processed in accordance with federal, state, and city laws and ordinances.

Provides information to the general public; keeps abreast of current and future issues and trends; may review plans prepared by contractors to ensure compliance with city codes, State regulations, design, and construction standards.

Establishes systems for ensuring city and departmental personnel policies and procedures are appropriately administered; assists with departmental human resources functions, to include employee relations and staff development programs and develops departmental strategic plans, research and evaluations.

Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs.

Knowledge of Job

Has considerable knowledge of the extensive inspection practices and procedures of the department. Has extensive knowledge of federal, state and local laws, regulations and codes governing building safety and public safety. Has extensive knowledge of the departmental procedures used to perform building inspections. Has considerable knowledge of the principles of supervision, organization and administration. Has general knowledge of the principles, methods, and techniques of public administration.

Is able to plan, direct and coordinate the work of subordinate employees. Is able to use common office machines. Is able to compile technical information from a variety of sources and prepare clear and concise reports. Is able to exercise considerable initiative and independent judgment in analyzing and applying standards to a variety of situations. Is able to establish and maintain effective working relationships as necessitated by work assignments.
