GENERAL STATEMENT OF JOB
Under general supervision, this position is responsible for managing the department’s training program to include facilitation, assessing needs, developing curriculum, and ensuring program compliance with mandatory standards; acts as subject matter expert in clinical and non-clinical policies and procedures; provides leadership, guidance, support and training to all staff. Reports to the Utilization Administrator.
ESSENTIAL JOB FUNCTIONSCollaborates with employees, leadership, and business partners to assess training needs and respond to organizational changes; evaluates organizational leadership needs and creates targeted development plans to build internal capabilities.
Designs and evaluates assessments, knowledge checks, and surveys to measure learning outcomes, and implements improvements as needed.
Reviews and refreshes existing learning content to ensure it addresses skill gaps and aligns with leadership and organizational goals.
Stays current on operational changes to ensure all training materials are accurate and relevant; delivers or oversees new hire, refresher, remedial, and process change training as needed.
Provides regular status updates on training progress, recommendations, and emerging needs; provides information systems training for both clinical and non‑clinical staff. Assesses training needs and documents course attendance.
Prepares training status reports and organizes training materials.
Responds to urgent content‑creation requests, ensuring high‑quality materials are delivered within tight deadlines.
Maintains training records, including employee participation, performance, and productivity metrics. Maintains a training database to monitor and document training and attendance; produces statistical reports as requested; recommends improvements to training and tracking systems; and develops, maintains and orders training materials.
Develops and facilitates a comprehensive supervisory academy to aid with soft‑skill development and leadership development.
Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs.
PERFORMANCE INDICATORSKnowledge of Job: Has considerable knowledge of the principles, practices, and techniques of organizational development, assessment, training, mental retardation and mental health issues. Is skilled in promoting the integration of services for at‑risk children rehabilitation among a variety of service agencies. Is familiar with early childhood issues, nutrition, early ATOD prevention, and family support involvement for at‑risk children. Is able to compile information from a variety of sources and prepare clear and concise reports.
Is able to respond quickly and effectively in a variety of emergency and non‑emergency situations. Is able to effectively express ideas orally and in writing. Is able to exercise considerable discretion in handling confidential files and cases. Is able to establish and maintain effective working relationships as necessitated by work assignments.
Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts with co‑workers, clients and the general public.
Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under "Essential Job Functions."
Dependability: Assumes responsibility for doing assigned work and for meeting deadlines. Completes assigned work on or before deadlines in accordance with directives, city policy, standards and prescribed procedures. Accepts accountability for meeting assigned responsibilities in the technical, human and conceptual areas.
Attendance: Attends work regularly and adheres to city policies and procedures regarding absences and tardiness. Provides adequate notice to higher management with respect to vacation time and time‑off requests.
