Job Summary:

This role is the primary contact for the Project on environmental permits, planning, performance and compliance during construction and star‑up phases. The position will supervise a team to provide technical support and guidance to project functions relevant to field activities so to mitigate risk or harm to environmentally sensitive areas, species, and communities. The position maintains contact with regulatory and resources agencies, as necessary, and it is responsible for implementing systematic environmental and compliance programs throughout the Project’s field execution phases.

Major Responsibilities:
  • Supervises the Project’s environmental services program, in compliance with Bechtel’s ES&H Management System, and contract and regulatory requirements.
  • Ensures that Environmental and regulatory requirements are integrated into planning documents, design criteria, construction and commissioning plans, schedules, training programs and subcontract documents.
  • Works with other project‑level functional leads (e.g, engineering, construction supervision, CSU, contracts, procurement, project controls) on integrating and addressing environmental requirements in their work packages, executing field activities and products.
  • Communicates environmental needs, action and information with site management, front‑line supervision and various subcontractors as necessary.
  • Builds a working relationship with Customer and external stakeholders on environmental and permitting issues.
  • Identifies and oversees preparation and submittal or environmental permit applications, reviews and negotiates permit conditions with regulatory agencies, track permit compliance and closeout, and guides implementation of project‑specific mitigation plans.
  • Prepares and submits notifications and routine reports to regulatory agencies including, but not limited to, reportable releases, chemical inventory reports, and annual waste summary reports.
  • Prepares project‑specific Environmental Management Plan and environmental mitigation plans (e.g., Stormwater Pollution Prevention Plan, Spill Prevention, Control and Countermeasures Plan, etc.)
  • Emphasizes and uses risk assessment, data analysis, and Bechtel’s ES&H Management System to help track and achieve continual improvement.
  • Participates in ES&H emergency preparedness planning and conforms investigation and resolution of environmental incidents.
  • Conducts inspections, monitoring, and sampling to assess compliance with contractual commitments, laws and regulations, environmental permits and Bechtel requirements.
  • Supervises field‑based monitoring and reporting (e.g. noise, air, water, soil) as required by permits.
  • Supervises assigned environmental personnel and provides guidance on their work activities.
  • Delivers training and awareness campaigns on environmental, sustainability and regulatory compliance aspects to the Project workforce through various formats.
