Job Summary

The Clinical Support Services Division Director (CSSDD) is a senior leader responsible for the overall management and strategic direction of the Clinical Support Services Division at the Northwest Portland Area Indian Health Board (NPAIHB). The CSSDD ensures that the Clinical Division serves the 43 federally recognized tribes in Idaho, Oregon, and Washington by meeting Division goals in alignment with NPAIHB s  Strategic Plan, ensuring operational efficiency and fiscal compliance, and fostering a positive and productive work environment.

The CSSDD leads technical assistance, training, management, and quality assurance, and supervises all NPAIHB s Clinical Division programs, projects, and services. Key responsibilities include team leadership, program development and implementation, strategic planning, financial management, and performance oversight. The CSSDD reports to the Director of Programs and Development and is a member of the Management Team. This position is based in Portland, OR with potential telework approval.

Local travel and/or overnight travel outside the area is required approximately 20% of the time.

Responsibilities
  • Provide leadership for the Clinical Support Programs, ensuring input from Northwest Tribes and alignment with the  Strategic Plan
  • Meet performance deliverables and objectives in contracts with Tribes and funding partners
  • Collaborate with Indian Health Service (IHS), federal, and state agencies to support, monitor, and protect the Indian Healthcare system, focusing on IHS and tribal clinics
  • Oversee planning, implementation, and evaluation of comprehensive clinical tribal health and education programs (health promotion, behavioral health, dental, clinic support, provider development, education, and support)
  • Deliver high-quality, culturally responsive programs and services to Northwest Tribes
  • Monitor and report on accomplishments, workload trends, needs, and unmet needs
  • Support development of clinical services, public health policies, procedures, regulations, employee training programs, and public education materials
  • Serve as a technical advisor on clinical and prevention support services; act as Principal Investigator on applicable research grant proposals
  • Formulate and interpret clinical, public health, prevention, and behavioral health policy, data, and systems to improve health outcomes
  • Strengthen tribal public health in partnership with Northwest Tribes
  • Establish and maintain relationships with federal/state partners and Northwest Tribes
Management & Leadership
  • Serve as a member of the NPAIHB Management Team, providing organizational leadership, planning, advocacy, teamwork, and communications
  • Foster a culture of professionalism, integrity, and excellence
  • Develop organizational strategies and policies to optimize resources and uphold fiduciary responsibilities
  • Update the Executive Director and Board as requested; represent NPAIHB at tribal, state, and national meetings
  • Assist with special projects as assigned
  • Upon completion of probationary period as applicable
Supervisory Responsibilities
  • Supervise seven Project Directors/Managers across clinical and prevention programs
  • Lead division-level quality improvement initiatives
  • Promote collaboration across projects, partners, and funding agencies
  • Evaluate staff performance and support professional development
  • Ensure compliance with policies, laws, and standards
  • Provide guidance on program implementation, priorities, and personnel issues
  • Address concerns related to Clinical Division services or staff
  • Oversee tribal data collection, reporting, and ensure data sovereignty; ensure IRB compliance where applicable
  • Promote manuscript publication in collaboration with Northwest Tribes
  • Collaborate with HR on staff hiring and disciplinary procedures as needed
