JOB DESCRIPTIONThe position directs a team of managers and revenue agents. The position also advises the Division Director on education and training for staff and the public, reconsideration decisions, voluntary disclosure agreements, advisory rulings, policies, rules and legislation.

RESPONSIBILITIESPrimary responsibilities, as they relate to the taxes administered by the Division include:
- Designing and updating audit processes and procedures.
- Leading and promoting positive organizational change and planning.
- Managing the Unit including the preparation of audit plans, directing examinations of business records, reviewing and approving correspondence and assessments, oversight of the Division reconsideration process, and participation in Board of Tax Appeals/Court appeals processes.
- Managing audit related projects through delegation.
- Coordinating the development, maintenance, and application of the Revenue Agent Trainee program as it relates to taxes administered by the Unit.
- Hiring, training, developing, and mentoring a dedicated team of professional staff to facilitate succession planning.
- Meeting regularly with Unit staff to provide management guidance and receive feedback/status reports.
- Generating timely statistical reports for Executive management.
- Remaining current on all federal and state tax law changes.
- Performing complex analyses of federal and state tax matters.
- Critically reviewing and commenting on draft statutory language, rules, forms, and guidance documents.
- Participating as a contributing advisor to the Policy Group members.
- Representing the agency and actively speaking at various public engagements, such as the Maine Tax Forum, Maine Tax Symposium, etc.
- Actively participating in various MRS work groups/committees.
- Implementing, administering, and complying with human resource laws, policies, procedures, and practices.
SKILLS AND ABILITIES
- Attention to detail and strong organizational and leadership skills.
- An ability to critically review established procedures to identify areas for improvement.
- Ability to analyze and plan unit activities and implement solutions with a focus on accuracy, efficiency, and effectiveness.
- Extensive knowledge of federal and state income tax laws, rules, and policies.
- Demonstrated ability to interpret and explain (verbally and in writing) federal and state income tax laws, rules, and policies.
- Being a highly organized self-starter capable of using professional judgement in prioritizing their own work and that of subordinates.
- Ability to establish and maintain communications and effective working relationships with agency staff, the general public, and a variety of internal and external stakeholders.
- A solid ability to communicate effectively and efficiently both verbally and in writing to a wide audience of varying abilities.
- Ability to analyze information, develop plans, draw logical conclusions, and make sound decisions and recommendations.
- Ability to be flexible and adjust to business needs while balancing multiple tasks and priorities.
- Ability to exercise discretion and brief upper-level management on pertinent issues.
- Knowledge of human resource management principles, practices, and techniques.
A bachelor’s degree from an accredited educational institution
-OR- four (4) years of equivalent post-secondary education, training, and/or professional level experience in accounting, tax collection, and finance that demonstrates the ability to use independent judgment, initiative, and discretion to make decisions on complex matters - AND - four (4) years professional level experience, including two (2) years in a supervisory capacity in taxation, accounting or related programs.
