Engineering/Operations Project Manager (Sr/Principal), Portland, OR

Pacificorp (Pacific Power) is seeking a customer‑centric project manager to oversee the planning, execution, and completion of multiple large‑scale, high‑risk capital projects across the Portland, OR region.

General

Purpose:

Under minimal direction from the managing director or a senior executive, the Principal Project Manager will oversee complex, politically sensitive projects requiring significant resources and functional integration. The role includes managing design, finance, permitting, and orchestrating multifunctional matrixed teams across business platforms.

Responsibilities
  • Manage the most complex, high‑risk and politically sensitive capital projects from assignment to closeout, ensuring all phases meet cost, schedule, and quality requirements.
  • Coordinate activities of up to 20 internal departments (regulatory affairs, general counsel, customer & community affairs, etc.) and up to 15 external agencies and contractors.
  • Establish, track, and control project cost, scope, schedule, and risk to deliver projects within approved parameters.
  • Plan, schedule, and execute all project phases in accordance with PM processes, policies, and corporate governance.
  • Develop detailed project plans, scopes, milestone dates, and procurement strategies for assigned projects.
  • Define and manage interfaces with senior management, business units, regulators, contractors, vendors, customers, and auditors.
  • Coordinate development of conceptual and detailed designs.
  • Execute public involvement plans during permitting.
  • Negotiate with vendors and contractors on scope changes and contract performance.
  • Manage construction‑management team activities in conjunction with field operations.
  • Manage bid processes and contracts for external engineering and construction services.
  • Monitor scope, cost, and schedule variances and implement corrective measures.
  • Provide project progress reports to management and stakeholders per communication plan.
  • Provide quality cost forecasting over the life of the project.
  • Coordinate procurement of materials and services.
  • Develop scopes of work and RFPs for external multimillion‑dollar contracts.
  • Track material and equipment orders.
  • Mentor and develop Associate, Career, and Lead Senior level project managers and engineers.
  • Provide leadership on project‑management best practices.
  • May have direct supervisory responsibility for a project team.
  • Stay abreast of emerging PM processes, tools, and techniques.
Principal Project Manager specific responsibilities
  • Manage all aspects of permitting, including environmental permitting across all jurisdictional levels.
  • Ensure timely compliance with local, state, and federal permitting requirements.
Requirements
  • Bachelor’s Degree in Engineering, Construction Management, or equivalent.
  • At least 5 years related professional experience (10 years for Principal).
  • Proficiency in project scheduling, cost controls, tracking, and reporting.
  • Strong financial acumen for budgeting and cost‑benefit analysis.
  • Expertise in PMI or equivalent project‑management techniques.
  • Excellent written and verbal communication.
  • Business management skills, including consulting, customer service, and business acumen.
  • Interpersonal and communication skills to guide team effort.
  • Skilled at motivating, influencing, team building, and conflict management.
  • Analytical thinking and creative problem‑solving.
  • Proficient in Microsoft Office (Word, Excel).
Principal Project Manager additional requirements
  • Ten years related professional experience.
  • Understanding of environmental regulations: NEPA, environmental impact statements, EAs, SHPO, U.S. Army Corps of Engineers.
  • High skill in influencing and conflict management.
Preferences
  • Master’s in Business Administration or advanced technical degree.
  • Current Professional Engineer license.
  • Project Management Professional (PMP) certification or equivalent.
  • Knowledge of environmental regulations (NEPA, etc.).
  • Knowledge of Pacifi Corp business practices.
  • Experience in the electric utility industry and applicable regulations.
  • Experience with SAP cost tracking.
  • Experience with Primavera or similar PM software.
