As a member of the IT Team
, the Program Manager is responsible for managing large‑scale and business transformational programs within the IT department in support of the Digital Strategy and the company’s Strategic Program Roadmap. This position must be based in our Dallas, TX; or, Portland, OR offices and has a hybrid schedule, requiring at least 2‑days per week in‑office.
- Plans, organizes, and directs strategic and business transformational programs and multiple complex project implementations to meet business requirements. Provides oversight, coordination, and planning of approved initiatives identified by IT Leadership, working closely with cross‑functional business leaders and vendor partners to ensure alignment, communication, and successful delivery.
- Defines and facilitates integrated program planning across multiple work streams and cross‑functional teams, aligning timelines and deliverables to meet overarching business and customer objectives.
- Manages and oversees the full lifecycle of programs and projects, including requirements gathering, scope definition, goal setting, resource planning, timeline development, risk mitigation, budgeting, stakeholder engagement, program governance, communications, training, and change enablement.
- Collaborates across internal teams and external partners, including third‑party vendors, to ensure timely and on‑budget delivery of program and project objectives.
- Manages program and project budgets, including human capital and operational expenditures, ensuring financial accountability and alignment with strategic goals.
- Applies Johnstone’s Project Management methodology and tools (e.g., Microsoft Project, , Azure Dev Ops) along with the Johnstone E‑PMO Project Lifecycle standards, to monitor progress, manage dependencies, and ensure consistent execution.
- Ensures accurate and timely communication with stakeholders (e.g., Stores, Suppliers, internal teams), providing updates on status, risks, and impacts.
- Develops and communicates regular reporting and performance metrics to Project Sponsors, IT Portfolio Management, and the E‑PMO, ensuring visibility into program and project health.
- Facilitates leadership discussions to define measurable success criteria for programs and projects, ensuring alignment with strategic business outcomes.
- Leads post‑implementation reviews and retrospectives, capturing lessons learned and driving continuous improvement across delivery practices.
- Supports business process improvement initiatives, leveraging Johnstone’s Lean Program approach to identify opportunities, define solutions, and manage improvement projects.
- Ensures consistent documentation and adherence to program, project, and departmental processes, promoting operational excellence and repeatable success.
- Performs special projects assigned by supervisor, contributing to broader organizational goals and strategic initiatives.
- Bachelor’s degree (B.A.) from four‑year college or university; at least 10 or more years of related experience and/or training; or equivalent combination of education and experience.
- A current or active certification in either Agile or PMI (PMP, CAPM, PMI‑ACP) is highly preferred for this role.
- Ability to interface with, influence and provide excellent service to multiple levels of the organization (VPs and Senior Leadership, middle management, staff, and third‑party vendors).
