Overview

Each year, CCC serves more than 13,000 people experiencing or at risk of homelessness with affordable and supportive housing, person-centered health care, addiction recovery, and employment assistance. By providing health care, housing, and jobs, CCC aims to end homelessness in Portland and help people achieve their highest potential.

Schedule: Tuesday – Saturday 6:30 am – 3:00 pm

Location: Clean Start – 208 NW 1st Ave, Portland, OR 97209

Compensation: $23.75/hour

Program Context

Established in 1996, the Clean Start Program offers full-time employment and essential job skills to CCC clients. It provides comprehensive trash removal and cleaning services across the Portland metro area, helping maintain a cleaner environment and offering work experience and opportunities for participants to build a brighter future.

Role Summary

The Street Crew III position is an integral part of the Clean Start team, responsible for performing outdoor cleaning duties, field administration, and providing mentorship to other Clean Start employees.

Minimum Qualifications
  • Preferred one year’s experience with outdoor cleaning and/or janitorial work.
  • Must have one year’s experience with biohazard identification and proper disposal.
  • Proven ability to communicate effectively with staff, Portland Police officers, the general public, and individuals in camps experiencing homelessness.
  • Must pass a pre-employment drug screen and background check.
  • Adhere to Central City Concern’s drug-free workplace policies, supporting a safe, healthy, and productive environment; comply with the Drug-Free Workplace Act of 1988. An employee shall not unlawfully manufacture, distribute, dispense, possess, or use a controlled substance or alcohol in the workplace.
  • Must carry an agency cell phone for work use. CCC will provide a cell phone.
  • Must possess a current driver’s license, pass a DMV background check, and be designated an “acceptable” driver per CCC Fleet Safety Policy. Must complete initial driver training within 60 days of approval and continuing recertification training.
  • Must be able to bend, stoop, kneel, squat, twist, reach, pull, climb stairs, and lift up to 50 lbs.
  • Ability to interact respectfully with co-workers and clients from diverse backgrounds and ensure dignity for all.
  • Must adhere to agency non-discrimination policies.
Essential Duties And Responsibilities
  • Provide mobile trash pickup to locations where people are experiencing homelessness in public places (camps).
  • Coordinate with Portland Police Bureau Neighborhood Response Team (NRT) officers and partnering street outreach workers to develop standard pickup patrol routes.
  • Train all new Clean Start trainees.
  • Regularly communicate with abandoned autos, NRT officers, and other community partners.
  • Remove trash and debris from sidewalks in identified areas.
  • Complete all track-its assigned daily.
  • Document all cleanups via photographs.
  • Fill out assessments for each location.
  • Understand and follow the Anderson agreement regarding personal property.
  • Perform detailed cleaning, including bio-hazards, needle removal, and other special projects.
  • Operate an agency telephone; respond quickly and respectfully to all calls from partners and supervisors.
  • Pickup large amounts of cardboard, garbage, or debris at assigned locations in the Portland area.
  • Dispose of cleaned/picked-up material at the Metro dump.
  • Track all cleanup/removal activities daily.
  • Report unusual incidents involving individuals to the supervisor.
  • Train procedures and protocols for trainees; report training issues to management.
  • Attend all required meetings and trainings; adhere to safety procedures and privacy/security regulations.
  • Perform other duties as assigned.
