Summary
WHO MAY APPLY:
This career service position is open to all King County career service employees. This position will provide master level GIS support to the KCGIS Center enterprise operations and client services business units. The majority of work will involve GIS application development for a variety of projects that vary in length and complexity, including systems and services having enterprise-wide impact. The incumbent will work independently, or with a team, to develop concepts, technical recommendations, and business solutions for the most complex implementations of GIS technology, and will serve as a technical expert and consultant to the county’s GIS management and governance committees.
Schedule
This full-time career service position is not eligible for overtime compensation. The regular workweek is full-time 40 hours, Monday through Friday 8:00 a.m. to 5:00 p.m.
Job Duties- Assume immediate and ongoing responsibility for one or more of the KCGIS Center’s major application development projects.
- Coordinate delivery of GIS services or applications to KCGIS clients and assist in successfully managing customer relationships and expectations.
- Work within the KCGIS enterprise operations team as a peer, providing technical leadership and guidance in areas of expertise, and support and backup to other members of the team.
- Analyze business needs to select from among the possible technical solution, present findings to decision-makers, and then implement GIS technology using industry best practices.
- Develop and document user-friendly GIS applications using ESRI software and/or data, with developer tools such as ArcGIS Server and Java script/Flex/REST APIs, SEL, ASP.NET, XML, Java script, Arc Objects, and Python.
- Administer and maintain ArcGIS Server as part of a team.
- Apply expertise and skills to continuous improvement of the KCGIS Center Web presence, specifically interactive mapping applications, data search tools, and ArcIMS, ArcGIS Server, and Web server administration.
- Bachelor’s degree in a science or technology field with application to GIS, or the equivalent combination of experience and education.
- Five years increasingly responsible experience in GIS, including three years of successful project management.
- Five years of experience working with ESRI software, including legacy Arc Info, and the ArcGIS product suite.
- Three years experience designing, coding, and securing applications for GIS end-users, including Web-based applications using ArcIMS and/or ArcGIS Server technology.
- Functional understanding of RDBMS, including issues related to performance, security, and interactions with applications, specifically for a SQL Server, ArcSDE environment.
- Demonstrated high-level skills and experience with programming and scripting tools such as SQL, VB/ASP.NET, XML, Java script, Arc Objects, and Python.
- Experience developing applications using ArcGIS Server, including utilizing the Web ADF and the Java script/Flex/REST APIs is desirable.
- Demonstrated ability to carry a software application project through all phases of its lifecycle.
- Proven writing skills to create technical and user documentation.
- Proven customer service and communication skills to ensure a high-level of client satisfaction.
- Proven ability to work independently as a lead or a member of a team, and to work on several projects simultaneously.
- Strong verbal skills and ability to communicate complex technical issues to upper-level decision-makers.
- Ability to perform all the primary job duties listed above.
