Overview
Join Central City Concern’s Community Engagement Program. CEP is a multidisciplinary team dedicated to meeting people where they are, helping them stabilize, heal, and rebuild their lives. We specialize in supporting individuals who have struggled in traditional treatment models, those with co-occurring disorders, major disabilities, high healthcare utilization, and involvement in the justice system.
As a Dual Behavioral Health Clinician, you will:
- Provide individual and group counseling using a harm-reduction approach
- Conduct mental health and substance use assessments to guide treatment planning
- Support clients in accessing primary and mental healthcare
- Assist individuals in navigating housing resources and overcoming barriers to stability
- Collaborate with a multidisciplinary team, including recovery mentors, social workers, and healthcare providers
- Help clients engage in employment counseling and training opportunities
- Advocate for and connect clients to long-term recovery and support services
- Innovative, integrated care model with outcomes including 95% of participants housed one year after placement

Monday-Friday 8:00am-5:00pm (Saturday & Sundays off)
SalaryRanges from: $66,502.80 - $
Minimum Qualifications- Must meet qualifications for:
- QMHP-R or QMHP
- LPC-A or LPC
- LMFT-A or LMFT
- CSWA or LCSW
- CADC-R, at minimum, certification preferred, or the ability to obtain one within 1 year
- CADC-1, 2, or 3 HIGHLY Preferred
- Experience in mental health and substance use treatment preferred
- Experience with Severe Persistent Mental Illness (SPMI) preferred
- Competencies to: identify precipitating events; gather histories of mental, emotional and physical disabilities, alcohol and drug use, past mental health services and criminal justice contacts; assess family, social, and work relationships; conduct a mental status assessment; document a DSM diagnosis; write and implement or supervise treatment plans; conduct and document mental health assessment; provide mental health treatment and rehabilitative services within scope of practice
- Must meet CCC privileging requirements as required by FTCA
- Must have current CPR certification prior to start
- Must become a certified Director’s Custody designee in Multnomah County within the first 6 months of hire
- Must pass a pre-employment drug screen, TB test, and background check (including DHS Background Check Unit clearance)
- OAR prohibits A&D program staff from certain convictions within the previous 3 years
- Physical ability to bend, stoop, kneel, squat, twist, reach, pull, lift heavy objects, and climb stairs several times a day
- Must carry an agency cell phone for work use
- Must possess a current driver’s license and access to a vehicle; must pass driver training and maintain adequate auto liability insurance
- Adherence to a drug-free workplace and CCC non-discrimination policies
- Ability to interact with diverse individuals respectfully
- Individual Counseling
- Provide trauma-informed, individual counseling for mental health symptom management, substance use, stressors, relationships, suicide, and other risk concerns using evidence-based practices
- Assist clients with learning healthy coping skills and accessing resources
- Maintain relationships with support networks and community resources
- Provide feedback-informed counseling using agency-approved tools
- Participate in outreach activities and escort clients to meetings and appointments as needed
- Assessment and Care Planning
- Collect information on clients’ history with consent
- Conduct substance use assessments, mental status exams, ASAM level of care, DSM diagnosis, and clinical formulation
- Develop and monitor a client care plan and adjust as needed
- Risk Assessment, Evaluation and Mitigation
- Provide crisis intervention, risk assessments, safety planning, and referrals to ED or sub-acute facilities
- Assess risk of harm using agency tools; document risks and mitigation plans
