Position: Emergency Management Analyst Senior (Training and Exercise)

Overview

The Opportunity:

The Office of Multnomah County Emergency Management (MCEM) is seeking a Senior Emergency Management Analyst - Training and Exercise to join the team. In this role, you will apply your project management and training programming experience to develop, manage, and implement the MCEM Training and Exercise program to increase disaster resilience and response readiness across the County in preparation for potential emergency situations.

In collaboration with team members, you will co-pilot emergency response exercises to test plans for real-world implementation and follow up with After Action Reports, Improvement Plans, and training programs for staff and community partners. The Senior Emergency Management Analyst for Training and Exercise will have opportunities to showcase interpersonal and communication skills, project management, strong technical writing and grant management skills.

You will work in a flexible environment, be part of a small and professionally-diverse team, and collaborate with all programming within MCEM as well as local, regional, and state partners. MCEM has a commitment to equitably serving communities in a human-services oriented jurisdiction.

Primary Responsibilities Will Include
  • Training and Exercise Program Management
    • Lead the overall administration of the Emergency Management training program, including after-action reports and improvement plans;
    • Provide technical expertise in areas such as evaluating the effectiveness of emergency management policies, practices, programs, and functions and make revisions to achieve desired outcomes;
    • Represent MCEM on various county, state, and regional boards, committees, and community advisory groups;
    • Lead planning and program development for internal and external emergency management partner training.
  • Project and Grant Management Activities
    • Leading and managing the development and maintenance of complex plans that meet federal, state and local requirements, such as Federal Emergency Management Agency (FEMA) requirements and the Code of Federal Regulations.
    • Prepare and apply for FEMA grants and apply for external funding opportunities.
  • Emergency Operations and Response
    • Facilitate, coordinate, and/or participate in county, state, and federal emergency response and recovery activities;
    • Lead communication and engagement with the general public and outside emergency officials and partners;
    • Open and provide support of the Emergency Operations Center.

This position is designated as essential personnel and will be required to work during emergency situations, such as inclement weather and disasters/events.
