Overview
The Office of Multnomah County Emergency Management (MCEM) is seeking a Senior Emergency Management Analyst - Training and Exercise to join the team. In this role, you will apply project management and training programming experience to develop, manage, and implement the MCEM Training and Exercise program to increase disaster resilience and response readiness across the County in preparation for potential emergency situations.
You will co-pilot emergency response exercises to test plans for real-world implementation and follow up with After Action Reports, Improvement Plans, and training programs for staff and community partners. The Senior Emergency Management Analyst for Training and Exercise will demonstrate strong interpersonal and communication skills, project management, technical writing, and grant management abilities. You will work in a flexible environment as part of a small, professionally diverse team and collaborate across MCEM as well as with local, regional, and state partners.

- Training and Exercise Program Management:
Lead the overall administration of the Emergency Management training program, including after-action reports and improvement plans. - Provide technical expertise in evaluating the effectiveness of emergency management policies, practices, programs, and functions and revise to achieve desired outcomes.
- Represent MCEM on county, state, and regional boards, committees, and community advisory groups.
- Lead planning and program development for internal and external emergency management partner training.
- Project and Grant Management
Activities:
Lead and manage the development and maintenance of complex plans that meet federal, state, and local requirements (e.g., FEMA) and related regulations. - Prepare and apply for FEMA grants and pursue external funding opportunities.
- Emergency Operations and Response:
Facilitate, coordinate, and/or participate in county, state, and federal emergency response and recovery activities; lead communication with the public and outside emergency officials; support the Emergency Operations Center.

Minimum Qualifications / Transferable Skills- Promote a culture of respect, inclusiveness, and appreciation of diverse perspectives.
- Bachelor’s degree or equivalent related work experience.
- Three (3) years of experience managing long-term projects and detailed technical writing.
- Demonstrated experience in managing training and exercise programs in emergency management contexts.
- Valid driver’s license.
- Ability to complete required NIMS courses (IS 100, 200, 700 & 800) within six months of hire.
- Ability to complete the FEMA Professional Development Series Certification (IS-120, IS-230, IS-235, IS-240, IS-241, IS-242, & IS-244) within six months of hire.
- Pass background and professional reference checks.
- Experience with grant writing and grant management or extended experience in managing long-term projects and detailed technical writing.
- Experience in responding to emergency events and/or participation in emergency exercises.
- Project Management Certification (PMP) or other project management certification.
- Certification of Emergency Management (CEM) or equivalent state-level certification.
