Power Delivery Program Manager

HDR Engineering seeks a Power Delivery Program Manager for a large‑scale Power Delivery client. The role involves driving, overseeing, and supporting the scoping and execution of a portfolio of power delivery services—including substations, transmission lines, and associated strategic services such as environmental permitting, right‑of‑way acquisition, survey, and geotechnical investigations—for large‑scale Power Delivery clients. The Program Manager will deliver world‑class projects of all sizes and complexity, leveraging teams of Project Managers, Engineers, subject matter experts, and project support staff across the organization.

Responsibilities
  • Develop and maintain relationships with local and national clients across the Power Delivery Practice.
  • Design and manage large‑scale, multidisciplinary programs, including project resourcing, scope/schedule/budget development, and client management.
  • Work closely with local and national leadership and project teams to assemble Program Execution Plans and oversee their execution, covering quality management, risk management, communication plans, staffing plans, and change management.
  • Identify and mitigate risks (contract terms, staffing, project financials, change orders, schedules, technical expertise, safety) associated with the programs.
  • Collaborate with discipline leads and project managers to focus on project scoping and execution of program‑scale opportunities.
  • Develop and oversee a program structure of controls, discipline leads, project managers, subject matter experts, and project teams with Regional and Area leadership across multiple offices.
  • Build capabilities through recruitment and staff training with local, regional, and national operations and technical leadership.
  • Partner with clients, principals in charge (PIC), client managers, PMs, design managers, and execution teams through sound project controls.
  • Own overall quality and safety delivery of the programs.
  • Coordinate with project managers to oversee project reporting, earned value management, project set‑up and closeout, and onboarding of program staff.
  • Participate in and present to clients during program progress meetings.
  • Work independently and may direct, mentor, train, and/or supervise one or more staff.
Preferred Qualifications
  • Master’s degree in Engineering, Construction Management, Sciences, Business Administration, or a closely related field.
  • Professional Engineering License.
  • 5+ years of Power Delivery substation or transmission line design experience preferred.
  • PMI Project Management Professional (PMP) certification.
  • PMI Program Management Profession (PgMP) certification.
  • CMAA Certified Construction Manager (CCM) certification.
  • AICP certification.
  • Experience participating in a consultant or owner program management team of at least one infrastructure program with a capital value of $350 million.
  • Knowledge of alternative delivery/contract models such as public‑private partnership (P3), design‑build‑finance‑operate‑maintain (DBFOM), and engineering procurement construction (EPC).
  • Experience working in an integrated Program Management Office (PMO) with consultant and client staff.
