DEA’s Oregon Region seeks an experienced Water Resources Project Manager for its Portland or Salem office
. This role involves developing and maintaining relationships with existing and prospective water resources clients and managing projects from pursuit through delivery. The candidate will apply expertise in water resources engineering on projects including open channels, box culverts, storm drain pipes, hydrology and hydraulics, floodplain analysis, drainage master planning, and stream restoration. Experience in local stormwater management including implementation and design of BMPs, Water Quality Management Plans, and Stormwater Pollution Prevention Plans is highly valued.
Responsibilities also include presenting to clients and developing proposals and Statements of Qualifications. The position also supports a range of municipal, land development, and transportation projects as part of DEA’s broader multidisciplinary efforts.
- Work closely with DEA’s other managers in the Water and Environment Business Unit and throughout the company to promote DEA’s business interests in alignment with its mission, vision, and values
- Operate in a flexible, team-oriented environment with clear internal and customer deliverables and schedules
- Provide leadership and guidance to early-career staff
- Coach and mentor staff in professional, technical, and business development efforts
- Manage all aspects of project development and delivery including scoping, budgeting, contract negotiations, and project execution
- Contribute to the ongoing refinement of the Business Unit strategy, plan, and direction
- Gather and share business intelligence within the BU and across regions and other BUs
- Adhere to firm-wide tools, processes, and policies including project accounting, contracting, and quality requirements
- Collaborate with the Business Development and Marketing Manager to:
- cultivate external relationships and branding aligned with the DEA brand
- identify and initiate business development activity and project pursuits
- ensure resources are available to complete project work as committed in proposals
- balance project work with business development efforts
- Lead the development of pursuits and proposals as a pursuit champion when applicable
- Collaborate with colleagues at all levels to implement company initiatives
Required Qualifications
- Bachelor's of Science in Civil or Environmental Engineering with emphasis in stormwater management and/or water resource design
- Registered Professional Engineer
- Strong written and verbal communication skills
- 5+ years of experience as a Project Manager of water resource engineering projects
- Familiarity with hydrology, hydraulic, and stormwater modeling software (SMS: SRH-2D, HEC-RAS, Info Works ICM, HY-8, etc.)
- Proficiency with project management software (MS Project, Word, Excel, Bluebeam, etc.)
- Ability to manage water resource-focused projects with multiple staff
- Experience developing plans, specifications, and estimate (PS&E) deliverables for public and private projects
- 15+ years of experience as a hydrology and hydraulic engineer with broad civil and water resource design experience
- Experience working with Departments of Transportation, local public works departments, flood control districts, and other local, state, and federal regulatory agencies
- Proficiency in Bentley Open Roads, Autodesk Civil3D, SMS: SRH-2D, HEC-RAS 2D, HY-8, etc.
- Ability to manage large, complex projects involving sub-consultants and multiple disciplines
